LDP Examination

The Ministers of the Welsh Government have appointed Planning Inspector, Mr Richard Jenkins BA (Hons) MSc MRTPI to conduct the independent Examination to determine whether the Vale of Glamorgan Local Development Plan (LDP) is ‘sound’.

 

As part of the Examination process the Inspector assesses the soundness of the LDP as a whole rather than responding to individual objections. The Inspector’s judgement is based on the evidence available, the representations made and the particular circumstances of the LDP and the area whilst having regard to the requirements of national policy.

 

The Examination page provides details of the Examination, including details of the Hearing Sessions that took place. It also contains the Examination Library where all relevant documents and correspondence submitted in relation to the Examination and Hearings Sessions can be viewed.

 

Inspector’s Report

On the 25 May 2017 the Council received the Inspector’s Report on the Examination into the Vale of Glamorgan Local Development Plan.  The Inspector concluded that, subject to the changes set out in Appendices A to C of the Report, the Vale of Glamorgan Local Development Plan 2011-2026 is sound.  The Inspector’s Report is available to view below. Publication of the report concludes the Examination process.

 

The Inspector’s report is binding and the Council will now incorporate the changes specified.  As required by the Local Development Plan Regulations 2005 (as amended), the Council will make arrangements to adopt the Local Development Plan within 8 weeks of receiving the report.

 

 

Hearing Sessions, Statements and Action Points 

Hearing Sessions 1-22 took place between January and April 2016.  However, to enable full consideration of the Council's responses to the Action Points and associated MACs, Hearing Session 23: Monitoring and Implementation was postponed and superseded by Hearing Session 26b: Monitoring Framework.  Following the MACs consultation the Inspector requested four additional Hearing Sessions 24-26b which were held in January 2017.

Examination Library

The Examination Library will be updated throughout the Examination Process as required.

The Examination Library currently comprises:

  • Submission Documents – initial documents submitted for examination. These are documents prepared for and/or referred to in relation to the LDP (including the Council’s Evidence Base).
  • Further Submission Documents – other documents submitted following the Submission stage.
  • Examination Documents - documents and correspondence prepared / submitted in relation to the Examination. 

Pre-Hearing Meeting

A Pre-Hearing Meeting was held on Thursday 19 November 2015 in the Council Chamber at the Council’s Civic Offices,  Barry. The Note of Proceedings is available to view/download from the Examination Documents webpage.
