EARLY RETIREMENT/REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 7th April, 2014.

 

Present:  Councillor Mrs. P. Drake (Vice-Chairman in the Chair); Councillors P.J. Clarke and Mrs. A.J. Moore.

 

 

1010   APOLOGIES FOR ABSENCE -

 

These were received from Councillors S.C. Egan, H.J.W. James and Mrs. M. Kelly Owen.

 

 

1011   MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 10th March, 2014 be approved as a correct record.

 

 

1012   DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

1013   EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

1014   DETERMINATION OF REDUNDANCY - DIRECTORATE OF DEVELOPMENT SERVICES (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) (DDS) -

 

Consideration was given to the proposed redundancy of three officers within the Development Services Directorate. 

 

RESOLVED -

 

(1)       T H A T the redundancy of the three officers be approved with effect from 22nd May, 2014 in accordance with Scheme E of the Council’s Early Retirement/Redundancy Policy and a statutory redundancy payment be approved on the grounds of redundancy subject to the officers complying with the Council’s Avoiding Redundancy Procedure and subject to Resolutions (2) and (3) below.

 

(2)       T H A T should alternative employment be found for the officers, the notice period be extended to cover any trial period and the date of termination be amended to reflect the extension subject to Resolution (3) below.

 

(3)       T H A T, should any trial period prove successful, the termination date and redundancy payment be revoked.

 

Reasons for decisions

 

(1-3)    To determine the redundancies in line with the Council’s policy.

 

 

1015   DETERMINATION OF VOLUNTARY EARLY RETIREMENT ON THE GROUNDS OF REDUNDANCY - DEVELOPMENT SERVICES (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) (DDS) -

 

Consideration was given to an application for voluntary redundancy/early retirement in respect of an officer within the Development Services Directorate.

 

RESOLVED - T H A T the application for voluntary early retirement on the grounds of redundancy (Scheme D) with effect from 15th April, 2014 be approved in accordance with the financial information set out in Appendix A to the report.

 

Reason for decision

 

To determine the voluntary redundancy/early retirement application in line with the Council’s policy.

 

 

1016   DETERMINATION OF VOLUNTARY EARLY RETIREMENT ON THE GROUNDS OF REDUNDANCY - DEVELOPMENT SERVICES (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) - (DDS) -

 

Consideration was given to an application for voluntary redundancy/early retirement in respect of an officer within the Development Services Directorate.

 

RESOLVED - T H A T the application for voluntary early retirement on the grounds of redundancy (Scheme D) with effect from 30th April, 2014 be approved in accordance with the financial information set out in Appendix A to the report.

 

Reason for decision

 

To determine the voluntary redundancy/early retirement application in line with the Council’s policy.

 

 

1017   DETERMINATION OF APPLICATION FOR REDUNDANCY - VISIBLE SERVICES AND HOUSING (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) (DVSH) -

 

Consideration was given to the proposed statutory redundancy of one officer within the Visible Services and Housing Directorate.

 

RESOLVED -

 

(1)       T H A T the redundancy be approved with effect from 15th April, 2014 in accordance with Scheme E of the Council’s Early Retirement/Redundancy Policy and a statutory redundancy payment be approved on the grounds of redundancy, subject to the employee complying with the Avoiding Redundancy Procedure, subject to Resolutions (2) and (3) below.

 

(2)       T H A T should alternative employment be found for the officer, the notice be extended to cover any trial period and the date of termination be amended to reflect the extension subject to Resolution (3) below.

 

(3)       T H A T, should any trial period prove successful, the determination date and redundancy payment be revoked.

 

Reasons for decisions

 

(1-3)    To determine the redundancy in line with the Council’s policy.

 

 

1018   DETERMINATION OF APPLICATION FOR REDUNDANCY - LEARNING AND SKILLS (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) (CLSO) -

 

The application had previously been considered by the Committee at its meeting held on 10th March, 2014.  The Committee was asked to reconsider and determine the application for voluntary redundancy/early retirement to take effect on or before 30th June, 2014 following a request received from the officer to work their three months contractual notice period.

 

RESOLVED -

 

(1)       T H A T the second redundancy request be approved in accordance with the recommended benefits as set out in Appendix A to the report subject to Resolution (2) below.

 

(2)       T H A T in the event of alternative employment being found prior to 30th June, 2014 then the notice of termination be revoked and Resolution (1) above be revoked.

 

Reasons for decisions

 

(1)       To determine the second application for voluntary redundancy/early retirement in line with the Council’s Policy.

 

(2)       In order that the relevant notice can be issued to the individual in line with the Council’s procedures and noting that the Council will continue to look for redeployment opportunities and, if found, then provided a trial is successful the individual will be retained in the redeployment role and as such there will be no need for the redundancy to take effect.
