EARLY RETIREMENT/REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 13th July, 2015.

 

Present:  Councillor S.C. Egan (Chairman); Councillor Mrs. P. Drake (Vice-Chairman); Councillors P.J. Clarke, G. John and Mrs. A.J. Moore.

 

 

206            APOLOGY FOR ABSENCE –

 

This was received from Councillor Mrs. M. Kelly Owen.

 

 

207            MINUTES – 

 

RESOLVED – T H A T the minutes of the meeting held on 22nd June, 2015 be approved as a correct record.

 

 

208            DECLARATIONS OF INTEREST –

 

No declarations were received. 

 

           

209          EXCLUSION OF PRESS AND PUBLIC – 

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

210            DETERMINATION OF REDUNDANCIES – O, D, S, P, J, G AND CJ (DVSH) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to the proposal for seven potential redundancies and the potential for one retirement (inclusive) of the above officers, as a result of a restructuring and operational review of a team within the Development Services Directorate.

 

RESOLVED –

 

(1)       T H A T discretionary redundancy payments be approved for O, D, S, J and CJ and a statutory redundancy payment in respect of P under Scheme E of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy subject to each individual complying with the Council’s Avoiding Redundancy Procedure and subject to Resolution (3) below.

 

(2)       T H A T a discretionary redundancy payment be approved and Early Retirement be granted for G under Scheme D of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy and the officer being of an age whereby access to pension is granted, subject to Resolution (3) below.

 

(3)       T H A T should alternative employment be found for O, D, S, P. J and CJ, the notices will be extended to cover any trial period if necessary and Resolution (1) be revoked together with the redundancy payment should the trial period prove successful.

 

Reasons for decisions

 

(1)       To support the implementation of the amendments to the Council’s establishment.

 

(2)       To support the Council in achieving the financial efficiencies and organisational changes to maintain sustainable service delivery.

 

(3)       To comply with the terms of the Council’s Avoiding Redundancy Policy.

 

 

211            DETERMINATION OF REDUNDANCY – B(1), B(2), C, G, H(1), H(2), K, L(1), L(2), M(1), M(2), M(3), M(4), P, S(1), S(2), W(1), W(2), W(3) AND W(4) (DLS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to proposals, including a supplementary report, for the potential redundancies in respect of 20 employees within the Learning and Skills Directorate.

 

RESOLVED –

 

(1)       T H A T statutory payments be approved in respect of S(1), B(1), K, S(2), and M(1) under Scheme D of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 2nd August, 2015.

 

(2)       T H A T statutory payments be approved in respect of W(4), W(2) and G under Scheme D of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 14th October, 2015.

 

(3)       T H A T discretionary payments be approved in respect of B(2), M(2), M(3), L(2), W(1), H(2) and H(1) under Scheme E of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 2nd August, 2015.

 

(4)       T H A T a discretionary payment be approved in respect of P, under Scheme E of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 14th October, 2015.

 

(5)       T H A T a statutory redundancy payments be approved in respect of M(4) and C under Scheme D of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 31st March, 2016, or such earlier date as determined by the Director of Learning and Skills in consultation with the employee(s).

 

(6)       T H A T a discretionary redundancy payment be approved in respect of L(1) and W(3) under Scheme E of the Council’s Early Retirement / Voluntary Redundancy Policy on the basis of termination on the grounds of redundancy with effect from 31st March, 2016, or such earlier date as determined by the Director of Learning and Skills in consultation with the employee(s).

 

(7)       T H A T should alternative employment be found in respect of the above employees the notice be extended to cover any trial period if necessary and the relevant resolution where appropriate be revoked together with any redundancy payments should the trial period prove successful.

 

Reasons for decisions

 

(1-6)    For the implementation of the amendments to the Council’s establishment and to support the Council in achieving the financial efficiencies and organisational changes to maintain sustainable service delivery.

 

(7)       To comply with the terms of the Council’s Avoiding Redundancy Policy.
