EARLY RETIREMENT / REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 25th April, 2016.

 

Present:  Councillor S.C. Egan (Chairman); Councillors Ms. B.E. Brooks, G. John and Mrs. M. Kelly Owen.

 

 

1033   APOLOGIES FOR ABSENCE -

 

These were received from Councillor H.J.W. James and Mrs. A. Moore.

 

 

1034   MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 21st March, 2016 be approved as a correct record.

 

 

1035   DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

1036   EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

1037   DETERMINATION OF REDUNDANCY - M (DLS) (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) -

 

Consideration was given to an application for redundancy in respect of one officer within the Directorate of Learning and Skills.

 

RESOLVED -

 

(1)       T H A T a discretionary redundancy payment be approved with effect from 31st August, 2016 on the basis of termination on the grounds of redundancy under Scheme E of the Council’s Scheme subject Resolution (2) below and in accordance with the financial parameters set out within Appendix A to the report.

 

(2)       T H A T should suitable alternative employment be found for M, the notice be extended to cover any trial period, and if that trial period proves a success, Resolution (1) be revoked, together with the redundancy payment.

 

Reasons for decisions

 

(1)       To support the implementation of the amendments to the Council’s establishment.

 

(2)       To support the Council in achieving the financial efficiencies and organisational changes to maintain sustainable service delivery.

 

 

1038   DETERMINATION OF VOLUNTARY EARLY RETIREMENT ON THE GROUNDS OF REDUNDANCY - G (MD) (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 14) -

 

Consideration was given to an application for voluntary early retirement on the grounds of redundancy in respect of one officer within the Cardiff and Vale Coroner’s Service. 

 

RESOLVED -

 

(1)       T H A T a statutory redundancy payment be approved with effect from 30th April, 2016 on the basis of termination on the grounds of redundancy under Scheme D of the Council’s scheme, subject to Resolution (3) below and in accordance with the financial parameters set out within Appendix A to the report.

 

(2)       T H A T a contractual payment in Lieu of Notice and payment for 10 days outstanding annual leave entitlement in the amount set out in paragraph 8 of the report be approved.

 

(3)       T H A T should alternative employment be found for G, the notice be extended to cover any trial period, and if that trial period proved a success Resolution (1) and (2) above be revoked together with any redundancy payment and contractual payments. 

 

Reasons for decisions

 

(1&2)  To support the Council (and partners to the newly merged Coroner’s Service) in achieving the financial efficiencies and organisational changes necessary to maintain suitable service delivery.

 

(3)       In accordance with the Council’s Avoiding Redundancy Procedure.
