EARLY RETIREMENT / REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 6th June, 2016.

 

Present:  Councillor S.C. Egan (Chairman); Councillor Ms. B.E. Brooks (Vice-Chairman); and Councillor H.J.W. James.

 

 

57        APOLOGIES FOR ABSENCE –

 

These were received from Councillors G. John, Mrs. M. Kelly Owen and Mrs. A. Moore.

 

 

58        MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 25th April, 2016 be approved as a correct record.

 

 

59        DECLARATIONS OF INTEREST – 

 

No declarations were received.

 

 

60        EXCLUSION OF PRESS AND PUBLIC – 

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

61        DETERMINATION OF REDUNDANCY – C (DLS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to an application for the redundancy in respect of one officer within the Directorate of Learning and Skills. 

 

RESOLVED –

 

(1)       T H A T a statutory redundancy payment be approved in respect of C with effect from 31st August, 2016 or such earlier date as agreed by the Director of Learning and Skills and on the basis of Scheme E of the Council’s Scheme subject to Resolution (2) below and in accordance with the financial parameters set out in Appendix A to the report and the employee complying with the Avoiding Redundancy Procedure.

 

(2)       T H A T should suitable alternative employment be found for C, the notice be extended to cover any trial period, and if that trial period proves a success, Resolution (1) be revoked, together with the redundancy payment.

 

Reasons for decisions

 

(1)       To support the implementation of the amendment to the Council’s establishment.

 

(2)       In acknowledgement of the withdrawal of grant funding from the Welsh Government.

 

 

62        DETERMINATION OF VOLUNTARY EARLY RETIREMENT ON THE GROUNDS OF REDUNDANCY – E (DSS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to the proposal for the early retirement on the grounds of redundancy in respect of one employee within the Directorate of Social Services.

 

RESOLVED –

 

(1)       T H A T the redundancy of E be approved with effect from 31st August, 2016 on the basis of termination on the grounds of redundancy under Scheme D of the Council’s Scheme subject to Resolution (2) below and in accordance with the financial parameters set out in Appendix A to the report.

 

(2)       T H A T should suitable alternative employment be found for E, the notice be extended to cover any trial period, and if that trial period proves a success, Resolution (1) be revoked, together with the redundancy payment.

 

Reasons for decisions

 

(1)       To support the implementation of the amendment to the Council’s establishment.

 

(2)       To support the Council in achieving the organisational changes necessary to maintain sustainable service delivery.
