Minutes of a meeting held on 1st November, 2011.

551     APOLOGIES FOR ABSENCE -

552     MINUTES -

 

RESOLVED - T H A T the minutes of the Licensing Committee meeting held on 4th October, 2011 be approved as a correct record.

 

 

553     DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

554     APPLICATION TO WAIVE THE VALE OF GLAMORGAN’S AGE POLICY GUIDELINES FOR THE GRANT OF PRIVATE HIRE VEHICLE LICENCES - KIA SEDONA EF55 ASO (DLPPHS) -

 

Mr. Karran was present in support of his application.

 

Committee considered a request by Mr. Stephen Karran of Llandough to waive the Vale of Glamorgan’s Age Policy Guidelines in respect of a Private Hire Vehicle Licence application for a Kia Sedona, registration number EF55 ASO. 

 

On 20th October 2011, Mr. Karran made an application for the grant of a licence for the Kia Sedona, a Prestige 2 vehicle.  A copy of the application form was attached at Appendix A to the report. 

 

Mr. Karran accompanied the application with a letter requesting exemption from the Age Policy Guidelines for this vehicle.  A copy of the letter was attached at Appendix B to the report. 

 

The Licensing Committee, on 1st June 2011, had adopted the Age Policy Guidelines.  Prestige 2 was one of the classes of vehicle now identified in the Guidelines.  Prestige 2 vehicles must be under 5 years old to have a licence granted.  The date of first registration for vehicle registration EF55 ASO was 28th November 2005, and the vehicle was therefore almost 6 years old. 

 

In support of his application, Mr. Karran informed the Committee that his work to date had been, and would continue to be, within the film and television industry which now required contractors to have a Private Hire badge and Vehicle License plate.

 

Mr. Karran had little interest in driving as a licensed taxi driver, and had been subject to a CRB check in his previous employment.

 

Mr. Karran added that the car, subject to the application, was in excellent condition.

 

Having considered the request by Mr. Stephen Karran, it was

 

RESOLVED - T H A T the application to waive the Age Policy Guidelines in the case of Vehicle Registration Number EF55 ASO be granted.

 

Reason for decision

 

The Committee were satisfied that the vehicle met the requirements of Section 48 of the Local Government (Miscellaneous Provisions) Act 1976 to be licensed as a Private Hire Vehicle.
