LICENSING COMMITTEE

 

Minutes of a meeting held on 14th April, 2015.

 

Present:  Councillor A.G. Powell (Chairman); Councillor H.C. Hamilton (Vice-Chairman); Councillors P.J. Clarke, G.A. Cox, Mrs. V.M. Hartrey, K. Hatton, N. Moore, Mrs. A.J. Preston, Ms. R.F. Probert, R.P. Thomas and Mrs. M.R. Wilkinson.

 

 

1080            APOLOGIES FOR ABSENCE – 

 

These were received from Councillors Mrs. P. Drake, Mrs. A.J. Moore and J.W. Thomas.

 

 

1081            MINUTES – 

 

RESOLVED – T H A T the minutes of the meeting held on 20th January, 2015 be approved as a correct record.

 

 

1082            DECLARATIONS OF INTEREST – 

 

No declarations were received.

 

 

1083            REPORTS OF MEETINGS – 

 

The Licensing Committee noted the minutes of the meetings of the Licensing Sub-Committee held on:

 

-               6th November, 2014

-               9th January, 2015.

 

 

1084            APPLICATION FOR APPROVAL AS AN AUTHORISED HACKNEY CARRIAGE METER TESTER – A2B (SOUTH WALES) LIMITED (DDS) –

 

Committee was requested to consider an application from A2B (South Wales) Limited, Barry, to be approved to test Hackney Carriage Meters for use in the Vale of Glamorgan. 

 

The Licensing Section had received an application from A2B (South Wales) Limited to be approved by the Vale of Glamorgan Council to test meters supplied by GPC Computer Software Limited meters and issue meter certificates for Hackney Carriages licensed by the Authority. 

 

This application was considered and Committee agreed to the request on 30th September 2014. 

 

On 23rd February 2015, the Licensing Section received a further letter from A2B (South Wales) Limited, requesting that they be approved by the Vale of Glamorgan Council to test all brands of meters and issue meter certificates for Hackney Carriages licences by the Vale of Glamorgan Council.  A copy of the letter was attached at Appendix B to the report. 

 

The letter received also gave details of a measured mile that A2B (South Wales) Limited intended to use to test calibrations.

 

Having considered the report, it was

 

RESOLVED – T H A T the application by A2B (South Wales) Limited be approved.

 

Reason for decision

 

To provide Hackney Carriage Vehicle proprietors in the Vale of Glamorgan with greater choice of approved meter testers.

 

 

1085            EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

1086            MATTERS WHICH THE CHAIRMAN HAD DECIDED WERE URGENT -

 

RESOLVED – T H A T the following matters which the Chairman had decided were urgent for the reason given beneath the minute headings be considered.

 

 

1087            FOR INFORMATION REPORT – NA (DDS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

(Urgent by reason of staff shortage and Easter Bank Holidays)

 

Committee was informed of actions taken by Officers of the Licensing Section in relation to the revocation of N.A.’s Hackney Carriage and Private Hire Driver’s Licences. 

 

RESOLVED – T H A T the contents of the report be noted.

  

Reason for decision

 

To ensure Members are aware of the action taken by Officers under delegated authority.

 

 

1088            FOR INFORMATION REPORT – VT (DDS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

(Urgent by reason of staff shortage and Easter Bank Holidays)

 

Committee was informed of action taken by Officers of the Licensing Section in relation to the revocation of V.T.’s Hackney Carriage and Private Hire Driver’s Licences.

 

RESOLVED – T H A T the contents of the report be noted.

 

Reason for decision

 

To ensure Members are aware of the action taken by Officers under delegated authority.
