SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

 

Minutes of a meeting held on 26th June, 2013.

 

Present:  Councillor N. Moore (Chairman); Councillors L. Burnett, C.P. Franks, G. John and J.W. Thomas.

 

 

134     APOLOGY FOR ABSENCE –

 

This was received from Councillor S.C. Egan.

 

 

135     DECLARATIONS OF INTEREST – 

 

No declarations were received.

 

 

136     SENIOR MANAGEMENT REDUCTION: DESIGNATION OF MONITORING OFFICER / DEPUTY MONITORING OFFICER (HHR) –

 

The Committee was reminded that a report as submitted to Council on 26th June would be considered regarding the permanent designation of Monitoring Officer and Deputy Monitoring Officer from 27th June 2013 onwards.  Such consideration followed the review of options for meeting this statutory requirement over the last year and in the context of the new senior management structure as approved by Council on 16th April 2012. 

 

Members were apprised that both officers had been carrying out such duties on an interim basis since 26th June 2012, in addition to their substantive roles as Head of Legal Services and Operational Manager (Legal Services) respectively.  The Head of Human Resources advised the Committee that both officers would clearly claim a “match†if they were required to apply for the roles in a restructuring / redundancy situation.  On this basis it had not been considered appropriate to seek expressions of interest from other officers to undertake the additional duties or to pursue a wider recruitment process.  It was however important for the Committee to satisfy itself with the competence of both officers to undertake additional duties prior to final determination and designation by Council.  This follows the principles set out in Part 4 of the Council’s Constitution. 

 

Details of the proposed allowances for undertaking the additional duties were set out in the Part II report to Council which would be considered later that evening. 

 

Having regard to the above and following due consideration, it was

 

RESOLVED –

 

(1)       T H A T the designation of the Head of Legal Services as the Council’s Monitoring Officer be approved subject to final determination by the Council on 26th June 2013.

 

(2)       T H A T the designation of the Operational Manager (Legal Services) as the Council’s Deputy Monitoring Officer be approved subject to final determination by the Council on 26th June 2013.

(1&2)  To ensure effective and ongoing arrangements for the discharge of the abovementioned statutory responsibilities.
