SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 2nd June, 2014.

 

Present: Councillors S.C. Egan, C.P. Franks, G. John, N. Moore and J.W. Thomas.

 

           

33        APPOINTMENT OF CHAIRMAN –

 

RESOLVED – T H A T Councillor N. Moore be appointed Chairman for the ensuing Municipal Year.

 

 

34        APPOINTMENT OF VICE-CHAIRMAN –

 

RESOLVED – T H A T Councillor S.C. Egan be appointed Vice-Chairman for the ensuing Municipal Year.

 

 

35        APOLOGIES FOR ABSENCE –

 

These were received from Councillors L. Burnett and C.P.J. Elmore (relevant Cabinet Portfolio Member).

 

 

36       MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 24th March, 2014 be approved as a correct record.

 

 

37        DECLARATIONS OF INTEREST – 

 

No declarations were received.

 

 

38        RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF SCHOOL IMPROVEMENT AND INCLUSION (CLSO) –

 

The Chief Learning and Skills Officer reported that the current postholder would be leaving the Council following her successful appointment to a neighbouring Authority.  She alluded to the fact that the post was required to be filled given that the Directorate had an ambitious programme of work in hand and was required to deliver effective support to Vale schools.  She also made reference to implementing a Post Inspection Action Plan following the Estyn inspection of education services for children and young people as well as delivering their statutory responsibilities.  Accordingly, the appointment to the post was critical to achieve the aims of the Directorate. 

 

Having regard to the above and in order to commence arrangements for a successor to the position and to ensure service continuity in this key area, it was now necessary to commence the recruitment process and progress arrangements for appointment to the above post in accordance with Council’s normal recruitment selection procedures.  It was proposed to advertise the post both internally and externally in the very near future. 

 

The Committee gave consideration to the draft advert (which was tabled at the meeting for consideration), job description and the personal specification.  It was proposed to place this information on the Council’s website and in the Times Education Supplement, the Guardian and Western Mail.  Discussion ensued regarding the best method of advertising and with whom to attract as wide as possible catchment of prospective candidates.  It was subsequently agreed that a full advert would be placed in the Times Education Supplement and on the Times Education Supplement website.  This would be complimented by a smaller banner type advert being placed with both the Guardian and Western Mail and advertised on their websites only, linking prospective candidates to the Council’s website.

 

In addition, an outline recruitment schedule was agendaed for consideration by the Committee.  Subject to the Committee’s approval of the recruitment schedule it was  proposed that the Committee reconvene on 30th June to confirm the final short list for interview.  The final interviews would take place on 22nd July 2014.  Having regard to the above it was

 

RESOLVED –

 

(1)       T H A T the recruitment and selection arrangements in respect of the above post, including all relevant documentation set out in the report, be approved.

 

(2)       T H A T the Managing Director be granted delegated powers to finalise the relevant job advert(s) and approve associated expenditure related to the advertising of the post.

 

(3)       T H A T the recruitment schedule as tabled in the report be approved with the Committee reconvening on the following dates: 

  • 30th June 2014 at 9.30 a.m. – final shortlisting
  • 22nd July 2014 (pre-meeting to be arranged) – final interviews.

Reason for decisions

 

(1-3)    To ensure the appointment of the above post is in accordance with the requirements of the Council’s Constitution.
