SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 15th July, 2015.

 

Present:  Councillor N. Moore (Chairman); Councillor S.C. Egan (Vice-Chairman); Councillors L. Burnett, R.A. Penrose and J.W. Thomas.

 

Also present: Councillor G. John as the other relevant Cabinet (Portfolio) Member in respect of part of Agenda Item No. 3.

248      DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

249      SENIOR MANAGEMENT RESTRUCTURING: APPOINTMENT, RECRUITMENT AND SELECTION ARRANGEMENTS (MD) -

 

As previously reported to the Committee on 2nd July, 2015, senior management restructuring arrangements were approved by Cabinet on 22nd June, 2015 for services within the Council's Visible Services and Housing Directorate and Development Services Directorate.

 

As part of the restructuring arrangements three new Chief Officer posts were created as follows:

 

·         Director of Environment and Housing Services.

·         Head of Visible Services and Transport.

·         Head of Regeneration and Planning.

 

At the same meeting, Cabinet also approved revisions to the senior management arrangements within the Resources Directorate on 22nd June, 2015.  This included the decision to seek expressions of interest and the submission of formal applications from the Head of Human Resources and the Head of Performance and Development to be considered for the Senior Head of Service role within Resources, reporting directly to the Managing Director.

 

In accordance with the above, the Senior Management Appointment Committee met on 2nd July and confirmed the appointment, selection and recruitment arrangements in respect of each of the above positions.

 

In addition to the above, the recent internal appointment of the current Head of Business Management and Innovation to the Head of Finance / Section 151 post (which would take effect on 20th July, 2015) meant it was necessary for the Committee to consider arrangements to cover the resulting vacancy.  

 

Director of Environment and Housing Services

 

In accordance with the decision of this Committee on 2nd July, 2015 the Director of Visible Services and Housing had been invited to submit an application, or a matching request, for the new position of Director of Environment and Housing Services.  An application to match to the new post was subsequently received and this had been considered by the Managing Director and the Head of Human Resources and a match in excess of the Council's 70% matching eligibility criteria had been established.

 

At the meeting, the Managing Director provided a verbal update on the matching application and circulated associated documentation in support of his "matching" determination for Members’ consideration and potential ratification.

 

If ratification was obtained from the Committee, the matching would result in the appointment of the current Director of Visible Services and Housing to the new position of Director of Environment and Housing Services in accordance with the terms agreed by Council on 24th June, 2015, and to take effect from 1st September, 2015.

 

Head of Regeneration and Planning and Head of Visible Services and Transport

 

In accordance with the decision of the Committee of 2nd July, 2015, and in compliance with the Council's Avoiding Redundancy Procedures, expressions of interest and applications for the above posts had been invited from the following six directly affected Chief Officers:-

 

·         Operational Manager - Highways and Engineering.

·         Operational Manager - Parks and Grounds Maintenance.

·         Operational Manager - Leisure and Tourism.

·         Operational Manager - Countryside and Economic Projects.

·         Operational Manager - Development and Building Control.

·         Operational Manager - Planning and Transportation Policy.

 

Given the seniority of the vacant posts, the number of potential applicants and the competitive nature of the process, an initial screening exercise would be undertaken at an Assessment Centre prior to final interview by Members (as agreed at the last meeting of the Committee).

 

The salary for both vacant posts would be in accordance with the Council's Head of Service salary level as approved by Cabinet on 22nd June, 2015 and by Council on 24th June, 2015.

 

The Managing Director informed Members that 4 applications had been received for the Head of Visible Services and Transport post and 3 applications for the Head of Regeneration and Planning post.  Copies of the application forms received, together with associated information and details of the availability of candidates, were provided to Members at the meeting.  Whilst various applications for subsequent matching into the new Operational Manager roles had also been submitted, it was necessary to firstly conclude the Heads of Service appointment process.

 

Senior Head of Service - Resources Directorate

 

The appointment arrangements for the Senior Head of Service role were approved by Cabinet on 22nd June, 2015 and were based on the Hay Group recommendations as agreed previously by Council in December 2014.

 

In accordance with the above, expressions of interest and formal application forms including supporting documentation had been received from both the Head of Human Resources and Head of Performance and Development.   Copies of the application forms and supporting documentation had been circulated under separate cover to each Member in advance of the meeting of the Committee.

 

The remuneration arrangements for this senior role were approved by Council on 24th June, 2015 and were based on the recommendations from the Hay Group. This would entail a payment of a permanent salary supplement of £9,658, in addition to the current Head of Service salary, to the successful applicant.

 

Head of Business Management and Innovation

 

It was proposed that the above post be advertised on a temporary appointment / secondment basis only at this stage to enable the Directorate of Social Services to consider the options for some of the functions of the post to be delivered on a regional or corporate basis.  A temporary appointment / secondment appointment for a period of up to 6 months (with an option for review) would provide crucial senior management in the short-term and the opportunity for discussions to take place with partners to develop an agreed way forward.

 

It was proposed to advertise the post on the above basis for employees internally within the Council, Cardiff and Vale University Health Board and the other nine local authorities within the South East Wales Improvement Collaboration.

 

A copy of the job description and person specification for the post was attached at Appendix I and J to the report before Committee. The salary for the post would be in accordance with the Council's published Head of Service grade/salary level.

 

Taking into account the above, it was agreed that further meetings of the Senior Management Committee would take place as follows :

 

·         Monday 17th August, 2015 at 09.00 – to consider applications, shortlist and confirm selection arrangements for the temporary appointment/secondment in respect of the Head of Business Management and Innovation post

·         Friday 21st August, 2015 at 09.00 – to receive feedback from the assessment centre process and to conduct interviews (in respect of all applications received) for the new Head of Visible Services and Transport and the Head of Regeneration and Planning posts.

 

RESOLVED -

 

(1)       T H A T the decision of the Managing Director in relation to the matching application of the current Director of Visible Services and Housing to the new position of Director of Environment and Housing Services, as set out in paragraphs 13 to 8 of the report, be ratified and, as a consequence, his appointment to the new role be confirmed with effect from 1st September, 2015.

 

(2)       T H A T a meeting of the Senior Management Appointment Committee take place on Friday 21st August, 2015 at 09.00, in order to receive feedback from the assessment centre process and to conduct interviews (in respect of all applications received) for the new Head of Visible Services and Transport and the Head of Regeneration and Planning  posts.

 

(4)       T H A T the recruitment and selection arrangements for the vacant post of Head of Business Management and Innovation, Directorate of Social Services, as set out in paragraphs 31 to 35 of the report, be approved.

 

(5)       T H A T a meeting of the Senior Management Appointment Committee take place on Monday 17th August, 2015 at 09.00, in order to shortlist for the temporary appointment / secondment to the Head of Business Management and Innovation post.

 

(6)       T H A T the residual appointment details in respect of recommendation (1) above be delegated to the Managing Director, in consultation with the Leader of the Council.

 

Reason for decisions

 

(1-6)    To ensure that the appointment and the recruitment and selection arrangements for each of the above Chief Officer positions are progressed in accordance with the requirements of the Council's Constitution.

 

 

250      EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

251      SENIOR MANAGEMENT RESTRUCTURING: APPOINTMENT, RECRUITMENT AND SELECTION ARRANGEMENTS (MD) (EXEMPT INFORMATION – PARAGRAPHS 12 AND 13) -

 

In accordance with the arrangements previously agreed by the Committee, B and I were interviewed by the Committee for the post of Senior Head of Service within the Resources Directorate.

 

Having given due consideration it was

 

RESOLVED –

 

(1)       T H A T Mr. R. Bergman be appointed to the post of Senior Head of Service (Resources Directorate) with effect from 1st August, 2015.

 

(2)       T H A T the residual appointment details in respect of recommendation (1) above be delegated to the Managing Director, in consultation with the Leader of the Council.

 

Reason for decisions

 

(1 and 2) To progress the appointment of a candidate to the post of Senior Head of Service within the Resources Directorate.
