SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 12th July, 2016.

160     MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 17th and 21st August, 2015 be approved as a correct record.

 

 

161     DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

162     SENIOR MANAGEMENT RE-STRUCTURE - APPOINTMENT, RECRUITMENT AND SELECTION ARRANGEMENTS OF NEW HEAD OF SERVICE (DLS) -

 

Senior Management restructuring arrangements within the Directorate of Learning and Skills were approved by Cabinet on 20th June, 2016.  As part of the restructuring arrangements a new Head of Achievement for All position had been established on the same terms and conditions of those of the current vacant post of Head of School Improvement and Inclusion following the appointment of the previous post holder to an Assistant Director post in the regional Joint Education Service. 

 

The new Head of Achievement for All position would have a clear focus on education outcomes and would be responsible for both meeting additional learning needs and addressing the needs of other vulnerable learners.  This post would also be responsible for implementing the ALN Reshaping Project embedding a Commissioner, rather than Provider, approach to much of the work. 

 

The post holder would lead on the implementation of the new ALN Act in due course and would take the lead on a significant piece of work to be done to improve the coherent and efficiency of social inclusion including targeted youth service interventions alongside those of the behaviour and attendance teams and CYPP funded services.  In addition, the postholder would work with the Lead Officer for School Improvement/Senior Challenge Advisor to contribute to the ‘Team Around the School’ for schools requiring more intense support and would lead the preparation of the annual Service Plan to include the work of the Lead Officer for School Improvement/Senior Challenge Advisor. 

 

The role of the new post would require the post holder to interface with Social Services and would include responsibilities for safeguarding.  The post holder would also be responsible for substantial revenue budgets which were frequently under pressure, be a member of the Directorate Management Team and would manage the work of three managers.  Attached at Appendix A and B to the report was the proposed Job Description and Person Specification in respect of the post.

 

As part of the revised Management structure approved by Cabinet as referred to above a number of existing posts had been deleted from the Council’s approved establishment.  In recognition of the potential displacement of staff it was proposed that expressions of interest for the new Head of Achievement for All position be invited from a defined ring-fenced of suitably experienced and qualified staff at risk of redundancy in the Directorate.  This arrangement would comply with the expectations of the Council’s agreed Avoiding Redundancy Procedures and supporting policies and procedures. 

 

Following receipt of applications it was proposed that an initial shortlist of suitable candidates were identified by the Director of Learning and Skills in consultation with the relevant Cabinet Member having regard to the proposed Job Description and Person Specification for the post.  Following shortlisting the selected candidate(s) would be invited to attend technical interviews and deliver a presentation if necessary (as determined by the Director) to the relevant Cabinet Member, the Director and appropriate Chief Officers if necessary and a shortlist of candidate(s) be determined. 

 

On conclusion of the above technical selection process suitable applicant(s) would be identified and would be invited to attend a future meeting of the Committee.  It was proposed that at the meeting of the Committee that Members receive a presentation and interview from shortlisted applicants and Members determine an appointment to the vacant post.

 

Subject to the Committee’s approval of the above arrangements, expressions of interest would be sought from the relevant displaced staff with a projected closing date of 8th August, 2016 (12.00 noon).

 

RESOLVED - T H A T the recruitment and selection arrangements for the vacant post of Head of Achievement for All, Directorate of Learning and Skills be approved.

 

Reason for decision

 

To ensure the appointment, recruitment and selection arrangements for the position were progressed in accordance with the approval of the Committee and in accordance with the requirements of the Council’s Constitution.

 

 

163     EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

164     SENIOR MANAGEMENT RE-STRUCTURE - APPOINTMENT, RECRUITMENT AND SELECTION ARRANGEMENTS OF NEW HEAD OF SERVICE (EXEMPT INFORMATION - PARAGRAPHS 12, 13 AND 15) (DLS) -

 

The Director of Learning and Skills provided information to the Committee relating to staff within the ring-fence and their names.

 

RESOLVED - T H A T the position be noted in regard to ring-fenced staff in respect of the above post.

 

Reason for decision

 

To apprise the Committee of the staff affected.
