SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 23rd August, 2016.

 

Present:  Councillor N. Moore (Chairman); Councillor L. Burnett (Vice-Chairman); Councillors S.C. Egan, C.P. Franks, R.A. Penrose and J.W. Thomas.

 

Also present: Councillor P.G. King (Item No. 4) and Mrs. E. Thomas (Director for Schools and Community – Rhondda Cynon Taf County Borough Council).

 

 

273     MINUTES – 

 

RESOLVED – T H A T the minutes of the meeting held on 12th July, 2016 be approved as a correct record.

 

 

274     DECLARATIONS OF INTEREST – 

 

No declarations were received.

 

 

275     RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) –

 

The Committee gave consideration to two draft versions of the proposed advert, job description and the person specification.  Subject to the Committee’s preference in regard to the proposed advert, it was proposed to place this information on the Council’s website, Wales Online and “Inside Housing”. 

 

In addition, an outline recruitment schedule was agendaed for consideration by the Committee.  Subject to the Committee’s approval of the recruitment schedule, it was proposed that the Committee would reconvene on 27th September, 2016 for long listing, 18th October for short listing and final interviews to take place on 2nd November, 2016.

 

RESOLVED –

 

(1)       T H A T the draft advert (Example 1) be agreed and the recruitment and selection arrangements in respect of the above post, including all relevant documentation set out in the report, be approved.

 

(2)       T H A T the recruitment schedule tabled in the report be approved with the Committee reconvening on following dates: 

  • Tuesday, 27th September at 9.30 a.m.
  • Tuesday, 18th October at 1.00 p.m.
  • Wednesday, 2nd November at 9.30 a.m.

Reason for decisions

 

(1&2)  To ensure the appointment of the above post is in accordance with the requirements of the Council’s Constitution.

 

 

276     SENIOR MANAGEMENT APPOINTMENT ARRANGEMENTS – HEAD OF ACHIEVEMENT FOR ALL (MD) –

 

The job description, person specification and recruitment and selection arrangements for the above position had previously been approved by the Committee at its meeting held on 12th July, 2016. 

 

In accordance with the above, one candidate had been seen as part of the initial selection and technical interview process which had taken place on 15th August, 2016 with the candidate subsequently being short listed for interview by the Committee. 

 

RESOLVED – T H A T the position in regard to the selection and recruitment arrangements in respect of the above post be noted.

 

Reason for decision

 

To appoint a candidate to the above post. 

 

 

277     EXCLUSION OF PRESS AND PUBLIC –  

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that It involves the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

278     SENIOR MANAGEMENT APPOINTMENT ARRANGEMENTS – HEAD OF ACHIEVEMENT FOR ALL (MD) (EXEMPT INFORMATION – PARAGRAPH 15)  –

RESOLVED – T H A T D. be appointed to the post of Head of Achievement for All with the appointment being made at the bottom of the salary point of the Head of Service salary scale range from 1st September, 2016.
