SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 27th September, 2016.

 

Present:  Councillor N. Moore (Chairman); Councillor L. Burnett (Vice-Chairman); Councillors C.P. Franks and R.A. Penrose.

 

 

368     APOLOGIES FOR ABSENCE -

 

These were received from Councillors S.C. Egan and J.W. Thomas and from Councillors Ms. B.E. Brooks and P.G. King (Cabinet Members with Portfolios relevant to the reports).

 

 

369     MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 23rd August, 2016 be approved as a correct record.

 

 

370     DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

371     RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) -

 

Ten applications were received by the closing date.  The initial shortlisting was undertaken by the Director and recommendations would be tabled at the meeting under “Part II” of the agenda in terms of who, if anyone, it was considered should be invited for preliminary assessment on the 6th October 2016.  A summary of all the candidates would also be provided at the meeting, together with a verbal update on the reasons for any recommended shortlist.  Copies of completed application forms received would also be available for Members' consideration at that stage of the meeting.

 

RESOLVED - T H A T the report be noted.

To apprise Members of the current position.

 

 

372     INTERIM APPOINTMENT ARRANGEMENTS FOR THE POST OF DIRECTOR OF LEARNING AND SKILLS (MD) -

 

The need for interim arrangements had arisen following the unexpected death of Jennifer Hill, former Director of Learning and Skills.

 

The post carried statutory duties as set out under section 532 of the Education Act 1996 and, as such, it was important that interim arrangements were put in place to cover the role and to provide continuity of leadership within the Directorate.

 

As previously agreed by all Group Leaders, expressions of interest had been sought from the current two Heads of Service within the Directorate, with a view to one of them undertaking the interim role of Director role for a period of up to 12 months.

 

The arrangements would help to ensure continuity of leadership during a continuing period of change and service transformation within the Learning and Skills Directorate and continued focus in achieving related corporate objectives. It would also provide the space and opportunity for the Council to consider and progress the longer term arrangements for this important post.

 

An expression of interest and subsequent application form had now been received.

Members were, therefore, are asked to proceed with the interview arrangements for the post concerned and on an interim basis of up to 12 months.

 

The Interview would be conducted under "Part II" provisions of Access to Information legislation.

 

RESOLVED – T H A T

 

(1)       Arrangements for an interim appointment to the post of Director of Learning and Skills be approved.

 

(2)       The Committee proceed with interview arrangements for the post of Director of Learning and Skills and, if appropriate confirm appointment to the role on interim basis of up to 12 months.

 

(3)       Appointment details be delegated, as appropriate, to the Managing Director, in consultation with the Leader and Cabinet Member for Regeneration and Education.

 

(4)       A further report be presented to this Committee in due course to set out the longer term arrangements for the role of Director of Learning and Skills.

 

Reasons for decisions

 

(1-3)    To ensure that there are appropriate arrangements in place to cover the statutory role of Director of Learning and Skills on a temporary/interim basis. 

 

(4)       To ensure that longer term cover arrangements for the post of Director of Learning and Skills are considered and progressed.

 

 

373     EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

374     RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (EXEMPT INFORMATION – PARAGRAPHS 12 and 13 (DEH) -

 

Members were provided with details of the applications which had been received in respect of the above post.  Having considered the applications, the Committee was of the view that no applicants should progress to interview stage. 

 

RESOLVED - T H A T the Director of Environment and Housing give further consideration to possible options relating to the post of Head of Housing and Building Services (to include enlisting assistance from SOLACE and the Chartered Institute of Housing if considered appropriate).

To progress the appointment process.

 

 

375     INTERIM APPOINTMENT ARRANGEMENTS FOR THE POST OF DIRECTOR OF LEARNING AND SKILLS (EXEMPT INFORMATION - PARAGRAPHS 12 and 13) (MD) -

 

As agreed in accordance with the earlier report on the agenda, the Committee interviewed P for the Interim post of Director of Learning and Skills. 

 

Having given due consideration it was

 

RESOLVED - T H A T P be appointed to the Interim post of Director of Learning and Skills, the appointment to take effect from 15th September 2016 to reflect the fact that P had already been undertaking duties commensurate with the post, with the residual appointment details delegated to the Managing Director, in consultation with the Leader and Cabinet Member for Regeneration and Education.

To progress the appointment to the Interim post of Director of Learning and Skills.
