Minutes of a meeting held on 14th February, 2017.

RESOLVED - T H A T the minutes of the meeting held on 15th December, 2016 be approved as a correct record.
792 DECLARATIONS OF INTEREST -
No declarations were received.
793 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH)
The Committee was apprised of progress made in relation to the recruitment and selection arrangements in regard to the above vacant post since the matter was last considered by the Committee at its meeting on 15th December, 2016. At that time the Committee had considered a “SOLACE in Business” report which set out the outcome of a recent market testing exercise relating to the vacant position and the possible reasons why the Council had not been able to attract a sufficiently high calibre of candidates for when the post had been previously advertised in September 2016.
In light of the above feedback and the Committee’s previous considerations in regard to options open to them in regard to a future recruitment strategy, an amended Job Description, Person Specification and advert aimed at attracting a wider audience was attached to the report for the approval of the Committee.
The Director of Environment and Housing indicated that it was proposed to advertise the post in February and to hold final interviews in April. In addition to the redesign of the post requirements to open the role up to a wider professional audience, a recruitment partner would be engaged to ensure that all prospective candidates would advise of the vacancy and actively encouraged to apply. He also indicated that the post would be placed for advert with “Inside Housing” magazine, in addition to the Guardian newspaper, the Council’s website, Wales On-Line and the Job Centre. The advertisement would also be supported by a comprehensive “microsite”, where all wider details of the post and the Council would be made available to potential candidates.
Having regard to the above it was
(1) T H A T the recruitment and selection arrangements for the above post and all the relevant documentation as appended to the report be approved.
(2) T H A T the Director of Environment and Housing be granted delegated authority in consultation with the Leader to appoint and engage an appropriate recruitment partner to ensure that all prospective candidates were advised of the vacancy and actively encouraged to apply.
(3) T H A T a further report be presented to the Committee on the conclusion of the first stage of the recruitment process to permit the long-listing of candidates to be established.
Reasons for decisions
(1&2) To ensure the appointment was in accordance with the Council’s Constitution.
(3) To enable the Committee to consider a full list of compliant applications and agree a suitable number of applicants to take forward to the next stage of the process.
794 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF RESOURCES MANAGEMENT AND SAFEGUARDING (DSS) -
The Senior Management Restructuring arrangements within the Directorate of Social Services were approved by Cabinet on 6th February, 2017. As part of the restructuring arrangements the former position of Head of Business Management and Innovation had been designated to the Head of Resources Management and Safeguarding. The new post role would continue to retain responsibility for substantial revenue budgets which were frequently under pressure, along with significant commissioning activities with the post a member of Social Services Directorate Management Team. In addition, as part of the revised new management structure and recognising that there would be further changes to the structure below that of Head of Service and the potential displacement of staff, it was proposed that the vacant post be advertised on an internal basis, this approach being congruent with the Council’s internal development and succession planning arrangements and it was anticipated that this approach would realise suitably experienced and qualified staff to apply for the post.
Attached for the Committee’s consideration and approval were copies of the proposed Job Description and Person Specification in respect of the post concerned, it was proposed to internally advertise the post within the Council on 15th February, 2017 and applications sought by the closing date of Tuesday 28th February, 2017 to assist progression of the recruitment process. On conclusion of the technical selection process, suitable applicants would be identified and be invited to attend an interview by the Committee on 9th March, 2017.
The Committee, having considered the above matters
RESOLVED – T H A T the recruitment and selection arrangements for the vacant post of Head of Resources Management and Safeguarding, as set out in paragraphs 9 to 15 of the report including, the draft Job Description and Person Specification, be approved.
Reason for decision
To ensure the appointment, recruitment and selection arrangements for the above post were progressed in accordance with the approval of the Committee and in accordance with the requirements of the Council’s Constitution.
795 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE DIRECTOR OF SOCIAL SERVICES (MD) –
Senior management restructuring arrangements were approved by Cabinet on 6th February, 2017 within the Council’s Social Services Directorate.
Having regard to the requirements of the new Social Services and Well-being (Wales) Act 2014, it was imperative that the Council appointed and replaced the current Director, who had given notice of his intention to retire during 2017 but had agreed to stay in post until a successor had been secured, to meet the Council’s obligations under the Act.
A copy of the proposed Job Description and Person Specification was set out for the Committee’s approval at Appendices A and B respectively. The appointment to the post would be on JNC Chief Officer’s terms and conditions of employment.
In addition to the above matters, the proposed changes to the salary level of the post was considered by the Council a Special meeting on 9th February, 2017 and was approved in accordance with the Council’s Director 2 annual salary range (£88,963 to £98, 848), inclusive of the JNC pay award which was due on 1st April, 2017.
It was proposed to advertise the post within Community Care, Wales On-line, the Council’s website and a signpost advert would be placed in the Western Mail. Tabled for the consideration of the Committee was the recruitment schedule, the costs and a copy of the proposed advert wording for consideration. It was proposed to reconvene the Committee on 9th March in order to confirm the long listing arrangements ahead of a proposed “assessment centre” process which would take place on 23rd March.
Subject to the above, arrangements had been put in place for the Committee to reconvene on 30th March, 2017 to confirm the final short list and / or to conduct final interviews on this date or, if necessary, on 5th April, 2017 (dependant on the number of suitable applications received.
Having considered the above matters, it was
RESOLVED – T H A T the recruitment and selection arrangements for the Director of Social Services as set out paragraphs 6 to 12 of the report be approved.

To ensure the appointment, recruitment and selection arrangements for the position of Director of Social Services are progressed in accordance with the requirements of the Council’s Constitution.
796 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE DIRECTOR OF LEARNING AND SKILLS (MD) –
The purpose of the meeting was to enable the Committee to identify a long-list of candidates for the above post.
It was noted that a summary of candidates would be determined at the meeting for the Committee’s consideration and verbal feedback on the shortlisting proposals would be provided by officers under “Part II” provisions of the Access to Information legislation.
RESOLVED – T H A T the report be noted.

To ensure the appointment is conducted in accordance with the requirements of the Council’s Constitution.
797 EXCLUSION OF PRESS AND PUBLIC –
RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.
798 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE DIRECTOR OF LEARNING AND SKILLS (MD) (EXEMPT INFORMATION – PARAGRAPHS 12 AND 13) –
The Committee considered six applications submitted in respect of the above vacant position.
The Committee considered the application forms received for the post of Director of Learning and Skills including the verbal feedback made by the Managing Director on the shortlisting proposals.

RESOLVED – T H A T a total of two candidates be approved for progressing to the Assessment Centre and subsequent interview (if necessary) both to be held on 27th February, 2017.
