SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

Minutes of a meeting held on 9th March, 2017.

 

Present:  Councillor N. Moore (Chairman); Councillor L. Burnett (Vice-Chairman); Councillors C.P. Franks, R.A. Penrose and J.W. Thomas.

 

Also present: Councillor Ms. B.E. Brooks.

 

 

888            MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 27th February, 2017 be approved as a correct record.

 

 

889            DECLARATIONS OF INTEREST –

 

No declarations were received.

 

 

890           RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF RESOURCES MANAGEMENT AND SAFEGUARDING (DSS) –

 

The Committee, at its meeting on 14th February, 2017, had previously approved the arrangements to fill the above position and in accordance with the Committee’s instructions the post was advertised internally with a closing date for receipt of applications by 28th February, 2017.  The recruitment campaign attracted one internal application which met the agreed Person Specification.  The shortlisted candidate had been subject of the Technical Interview with the Director of Social Services and the Head of Human Resources on 6th March, 2017 at which the candidate had demonstrated a suitability for the role. 

 

A copy of the application form in respect of the short listed candidate had been circulated separately to the agenda and would be considered under Part II provisions later in the meeting. 

 

RESOLVED – T H A T the interview arrangements in respect of the post of Head of Resources Management and Safeguarding be noted.

 

Reason for decision

 

To ensure that the appointment to the post proceeded in accordance with the requirements of the Council’s Constitution.

 

 

891            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE POSITION OF DIRECTOR OF SOCIAL SERVICES (MD) –

 

The report provided an update on the recruitment and selection arrangements for the above post and to ask the Committee to confirm a long list of candidates for preliminary assessment and officer interview.

 

The Committee had previously approved the above process at its meeting held on 14th February, 2017 where it had approved the advertising of the post in Community Care, Western Mail and internal in the Council with a closing date of 5th  March, 2017. 

 

A total of five applications had been received, three of which were compliant with the application process.  The three compliant applications had been circulated to the Committee prior to the meeting and these would be considered under Part II provisions later in the meeting.

 

RESOLVED – T H A T the update on recruitment and selection arrangements for the above post of Director of Social Services be noted.

 

Reason for decision

 

To ensure the appointment proceeded in accordance with the Council’s Constitution.

 

 

892      MATTER WHICH THE CHAIRMAN HAS DECIDED WAS URGENT -

 

RESOLVED - T H A T the following matter, which the Chairman has decided was urgent, for the reason given beneath the minute heading, be considered.

 

 

893           RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF STRATEGY, COMMUNITY LEARNING AND RESOURCES (DLS) –

(Urgent by reason of the need to expedite the recruitment process to ensure capacity in leadership of the Learning and Skills Directorate)

 

Following the promotion of the current post holder to the vacant Director of Learning and Skills post, it was now necessary to put in place the recruitment and selection arrangements in regard to the post of Head of Strategy, Community Learning and Resources.

 

It was proposed to advertise the above vacant post (both internal and external) during week commencing 13th March, 2017, with a view to completing final interviews during week commencing 24th April, 2017.

 

A copy of the proposed Job Description and Person Specification was attached at Appendices A and B to the report. 

 

In order to expedite the recruitment, delegated authority was sought to allow the Director of Learning and Skills, in consultation with the Cabinet Member for Regeneration and Education and the Head of Human Resources, to agree the adverts and the recruitment schedule.  In addition, the Head of Human Resources would undertake an exercise to identify an appropriate organisation to undertake assessment centre / psychometric testing ensuring the best value for money. 

 

Subject to the granting of delegated authority, the Committee would be asked to confirm long listing arrangements at their scheduled meeting on 30th March, 2017 and subsequent short listing arrangements on 30th April, 2017 with a view to conducting final interviews on 27th April, 2017.

 

RESOLVED –

 

(1)       T H A T the recruitment and selection arrangements, including the relevant documentation appended to the report and as circulated at the meeting, be approved.

 

(2)       T H A T delegated authority be approved to the Director of Learning and Skills in consultation with the Cabinet Member for Regeneration and Education and the Head of Human Resources to finalise the content of the recruitment advertisement  and placement in appropriate publications.

 

Reasons for decisions

 

(1)       To ensure the appointment was progressed in accordance with the requirements of the Council’s Constitution.

 

(2)       To ensure the timescales for progressing the recruitment process were met.

 

 

894          EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

           

895           RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE POSITION OF DIRECTOR OF SOCIAL SERVICES (MD) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 15) –

 

The Committee had been informed earlier under a separate agenda item of the number of applications received in respect of the position of Director of Social Services under Part I provisions. 

 

A summary of the compliant applications was tabled for consideration with the Committee also receiving a verbal update from the Director of Social Services and the Head of Human Resources on the long listing proposals.

 

Candidates selected for further consideration would be invited to attend an assessment centre on 23rd March, 2017 with a view to short listing for recommendation to the Committee on 30th March, 2017 and for final interview on 5th April, 2017. 

 

The Committee, having considered the three application forms including the summary of the same, it was

 

RESOLVED – T H A T applicants B, C and E be invited to attend an assessment centre on 23rd March, 2017.

896            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF RESOURCES MANAGEMENT AND SAFEGUARDING (DSS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 15) –

           

The Committee received a presentation and interviewed one candidate in respect of the above post.

 

Having given due consideration, it was

 

RESOLVED – T H A T C be appointed to the post of Head of Resources Management and Safeguarding, with the appointment being made at the second salary point of the Head of Service salary range, with effect from 9th March, 2017.
