SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

 

Minutes of a meeting held on 16th March, 2017.

 

Present:  Councillor N. Moore (Chairman); Councillor L. Burnett (Vice-Chairman); Councillors C.P. Franks, R.A. Penrose and J.W. Thomas.

 

Also present: Councillor Ms. B.E. Brooks (Cabinet Member with portfolio relevant to the report).

 

 

937            APOLOGY FOR ABSENCE –

 

This was received from Councillor S.C. Egan.

 

 

938            DECLARATIONS OF INTEREST –

 

No declarations were received.

 

 

939            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) –

 

The initial long listing of applications received had been undertaken by the Director of Environment and Housing and the Principal Personnel Officer and recommendations would be tabled at the meeting under “Part II” of the agenda in terms of who it was considered should be invited for preliminary assessment (which would take place on 27th and 28th March, 2017). 

 

A summary of all the candidates would also be provided, together with a verbal update on the reasons for any recommended long list.  Copies of completed application forms received would also be available for Members’ consideration at that stage of the meeting.

 

RESOLVED – T H A T the report be noted.

940            APPOINTMENT OF LAY MEMBER TO THE AUDIT COMMITTEE (MD) –

 

The Local Government (Wales) Measure 2011 (the Measure) contained specific provisions / requirements which Local Authorities must meet with regard to its Audit Committee.  The Measure provided for Local Authorities to include up to one third of the membership of its Audit Committee to be from outside the Council, with at least one member of the Committee having to be a Lay Member.

 

This Council had agreed that the Audit Committee would include one Lay Member. 

 

The first appointment exercise took place in 2012 and resulted in Mr. P. Lewis being appointed as the Lay Member on the Audit Committee for a period of one year (which expired on 16th September, 2013).  The Senior Management Appointment Committee on 1st October, 2013 resolved that Mr. Lewis be appointed for a further period to run until the Local Government Elections in May 2017.

 

Statutory guidance issued by the Welsh Government in respect of the Measure recommended that a Lay Member should not be appointed for more than two full terms of a Local Authority.  The period which Mr. Lewis had served fell entirely within one term of the Council (i.e. the current one).  As such, the Committee was requested to consider whether it wished to re-appoint Mr. Lewis and, if so, for what period.  Alternatively, the Committee could decide it wished to undertake a further formal recruitment / appointment process.  Mr Lewis had confirmed he would be interested in serving a further term.

 

RESOLVED – T H A T Mr. P. Lewis be reappointed as the Lay Member on the Audit Committee for a further term, to run from the date of the Council election in May 2017 until the Council election in 2022.

 

Reason for decision

 

To ensure compliance with the requirements of the Local Government (Wales) Measure 2011 in respect of the composition of Audit Committees.

 

 

941      EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

942            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) (EXEMPT INFORMATION – PARAGRAPHS 12 AND 13) –

 

Members were provided with details of the applications which had been received in respect of the above post in order to identify a long list of candidates.  Those candidates long listed would progress to the Assessment Centre, to be held on 27th and 28th March, 2017.  A further meeting of the Committee was scheduled for 30th March, 2017, at which feedback following the Assessment Centre would be provided and the Committee would determine a final short list for interview.  Those interviews would take place on 5th April, 2017.

 

RESOLVED –

 

(1)       T H A T a total of 12 candidates be approved for progress to the Assessment Centre, to be held on 27th and 28th March, 2017.

 

(2)       T H A T it be confirmed that further meetings of the Committee would take place on 30th March, 2017 to short list for interview and 5th April, 2017 to conduct the final interviews.
