SENIOR MANAGEMENT APPOINTMENT COMMITTEE

 

 

Minutes of a meeting held on 30th March, 2017.

 

Present:  Councillor N. Moore (Chairman); Councillor L. Burnett (Vice-Chairman); Councillors C.P. Franks and J.W. Thomas.

 

Also present: Councillor Ms. B.E. Brooks (relevant Cabinet Member portfolio holder – observer); Ms. P. Gwyn (Insight HRC Ltd) (Item 10 only); Ms. V. Thornton (Solace) and Ms. L. Major (former Director of Social Services – Blaenau Gwent) (Items 4 and 8 only).

 

 

982            APOLOGIES FOR ABSENCE –

 

These were received from Councillors S.C. Egan, R.A. Penrose and P.G. King (Cabinet Member – observer capacity only).

 

 

983            MINUTES –

 

RESOLVED – T H A T the minutes of the meetings held on 9th and 16th March, 2017 be approved as a correct record.

 

 

984           DECLARATIONS OF INTEREST –

 

No declarations were received.

 

           

985           RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE DIRECTOR OF SOCIAL SERVICES (MD) –

 

The Committee was updated on the recruitment and selection arrangements for the above post, including the results of the assessment centre activities which were held on 23rd March, 2017. 

 

Recommendations would be tabled at the meeting under “Part II” of the agenda, in terms of which candidates would be invited for interviews which would take place on 5th April, 2017.  Copies of three longlisted application forms received, job description and person specifications had been circulated in advance of the meeting to Committee Members.

 

RESOLVED – T H A T the report be noted.

986            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) –

 

The Committee was updated on the recruitment and selection arrangements for the above post, including the results of the assessment centre activities which were held on 27th and 28th March, 2017. 

 

Recommendations would be tabled at the meeting under “Part II” of the agenda, in terms of which candidates would be invited for interviews which would take place on 5th April, 2017.

 

RESOLVED – T H A T the report be noted.

To apprise Members of the position.

 

 

987            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF STRATEGY, COMMUNITY LEARNING AND RESOURCES (DLS) –

 

The report provided an update on the recruitment and selection arrangements for the above post and to ask the Committee to confirm a long list of candidates for preliminary assessment and officer interview.

 

The Committee had previously approved the above process at its meeting held on 9th March, 2017. 

 

A total of nine applications had been received, copies of which would be circulated to the Committee and would be considered under Part II provisions later in the meeting.

 

RESOLVED – T H A T the update on recruitment and selection arrangements for the above post be noted.

 

Reason for decision

 

To ensure the appointment proceeded in accordance with the Council’s Constitution.

 

 

988            EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

989            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE DIRECTOR OF SOCIAL SERVICES (MD) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 15) –

 

The Committee received feedback on the results of the assessment centre activities including, a verbal summary from the Solace representative on the performance of the longlisted candidates. 

 

Having given consideration to all the available information, it was

 

RESOLVED – T H A T candidates C and E be shortlisted for final interview on 5th April, 2017.

 

Reason for decision

 

To ensure the appointment proceeds in accordance with the Council’s Constitution.

 

 

990            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (DEH) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 15) –

 

The Committee received feedback on the results of the assessment centre activities including, a verbal summary received from the Insight HRC Ltd representative on the individual performance of the longlisted candidates.  Copies of the longlisted candidates’ application forms were tabled at the meeting, including related assessment centre information for the Committee’s consideration.

 

Having given consideration to all the available information, it was

 

RESOLVED – T H A T D, P, S and W be shortlisted for final interview on 5th April, 2017.

To ensure the appointment proceeds in accordance with the Council’s Constitution.

 

 

991            RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF STRATEGY, COMMUNITY LEARNING AND RESOURCES (DLS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 15) –

 

The Committee had been informed earlier in the meeting under a separate Part I agenda item of the number of applications received in respect of the above post.

 

A summary of the compliant applications was considered including a verbal update from the Head of Human Resources and the Principal personnel Officer relating to proposed longlisting arrangements and candidates.

 

RESOLVED – T H A T applicants B, D, G, H-D and H be invited to attend an assessment centre on 4th April, 2017 with final interviews taking place on 27th April, 2017.
