SENIOR MANAGEMENT APPOINTMENT COMMITTEE
Minutes of a meeting held on 25th September, 2017.

310 MINUTES -
RESOLVED - T H A T the minutes of the meeting held on 19th July, 2017 be approved as a correct record.
311 DECLARATIONS OF INTEREST -
No declarations were received.
312 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF RESOURCE MANAGEMENT AND SAFEGUARDING (DSS) -
The Committee on 19th July, 2017 resolved that the initial shortlisting of candidates for the above post be undertaken by the Director of Social Services, in consultation with the relevant Cabinet Member and a representative from Human Resources during mid-September. On conclusion of the process, suitable applicants would be identified to attend interviews.
The Director of Social Services advised that the shortlisting process was still in progress. Members of the Committee considered it would be advantageous to receive a brief summary of the applications under consideration. As such, it was agreed that this information would be provided under “Part II” of the agenda.
Candidates shortlisted would be invited to a technical interview and an Assessment Centre, with interviews being undertaken by the Director of Social Services and the Head of Finance. A summary of the outcome of that process would be provided to the Committee as part of the final interview process. It was agreed that final interviews would take place on Thursday, 19th October, 2017, commencing at 09:30.
RESOLVED - T H A T the report be noted and, following conclusion of the shortlisting process, technical interviews and Assessment Centre process, final interviews take place on Thursday, 19th October, 2017, commencing at 09:30.
Reason for decision
To ensure the appointment is in accordance with the Council’s Constitution.
313 EXCLUSION OF PRESS AND PUBLIC -
RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.
314 RECRUITMENT AND SELECTION ARRANGEMENTS FOR THE HEAD OF RESOURCE MANAGEMENT AND SAFEGUARDING (EXEMPT INFORMATION - PARAGRAPHS 12, 13 and 15) (DSS) -
The Director of Social Services outlined briefly for the Committee details of the five applications which were under consideration for shortlisting. Members were also informed of the proposed presentation topic for candidates to deliver at their final interview on 19th October, 2017.
315 APPOINTMENT ARRANGEMENTS FOR THE HEAD OF HOUSING AND BUILDING SERVICES (EXEMPT INFORMATION - PARAGRAPHS 12,13 and 15) (DEH) -
In accordance with the previously agreed process, four candidates had been shortlisted for technical interviews, following which two of the candidates had been invited for interview at this meeting.
Following the two interviews and having given due consideration, it was
(1) T H A T Mr. M. Ingram be seconded to the post of Head of Housing and Building Services for a 12 month period.
(2) T H A T residual appointment details be delegated, as appropriate, to the Managing Director, in consultation with the Leader.
Reason for recommendations
(1&2) To ensure a temporary secondment to the above post in accordance with the Council’s Constitution and recruitment process.
