Minutes of a meeting held on 6th May, 2014.

 

Present:  Mr. A.G. Hallett (Chairman); Mr. A.J. Lane (Vice-Chairman); Councillors Mr. D. Carsley, Mr. J.F. Baker, Town Councillor M. Cuddy and Councillors C.P. Franks, Mrs. M. Kelly Owen and Mrs. A.J. Moore.

 

 

1084   APOLOGIES FOR ABSENCE –

 

These were received from Mrs. M.J. Pearce.

 

 

1085   MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 11th April, 2014 be approved as a correct record.

 

 

1086   DECLARATIONS OF INTEREST –

 

Mr. A.G. Hallett declared a prejudicial interest in Agenda Item No. 4 in that he was acquainted with the applicant.  Mr. Hallett vacated the room whilst this item was under consideration.

 

Mr. J.F. Baker declared a prejudicial interest in Agenda Item No. 4 in that he was acquainted with the applicant.  Mr. Baker vacated the room whilst this item was under consideration.

 

Councillor Franks declared an interest in Agenda Item No. 4 in that he knew the person involved.  This personal interest did not equate to a prejudicial interest and he was therefore able to speak and vote on the matter.

 

Councillor Mrs. Kelly Owen declared an interest in Agenda Item No. 4 in that she knew the person involved.  This personal interest did not equate to a prejudicial interest and she was therefore able to speak and vote on the matter.

 

Councillor Mrs. Moore declared an interest in Agenda Item No. 4 in that she knew the person involved.  This personal interest did not equate to a prejudicial interest and she was therefore able to speak and vote on the matter.

 

 

1087   CHAIRMAN –

 

The Chairman, Mr. A.G. Hallet, having declared an interest in the following item, vacated the room.

 

 Mr. A.J. Lane took the Chair.

 

 

1088   APPLICATION FOR DISPENSATION (MO) –

 

The Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 permitted members to apply to the Standards Committee to speak and, if appropriate, to vote on matters concerning which, due to a prejudicial interest, they might not otherwise be able to speak or vote.

 

Committee considered an application from Cowbridge with Llanblethian Town Councillor Siân Vaughan to speak and vote at meetings of Cowbridge with Llanblethian Town Council at which matters relating to the LDP or alternative sites were discussed, save for Darren Farm. 

 

The Prejudicial Interest affecting Town Councillor Vaughan was the proximity of her property to Darren Farm. 

 

The paragraph of the Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 under which the dispensation was sought was 2(a).

 

It was

 

RESOLVED – T H A T the request for dispensation received from Cowbridge with Llanblethian Town Councillor Ms. Siân Vaughan to speak and vote at various meetings of the Cowbridge with Llanblethian Town Council at which the LDP or alternative sites are to be discussed, save for Darren Farm, be granted in compliance with paragraph 2(a) of the Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 which governed the grant of dispensations to speak / speak and vote and that the dispensation be granted up to the date of the next Local Government Elections.

 

Reason for decision

 

To comply with the Standards Committees (Grant of Dispensations) (Wales) Regulations 2001 governing applications for the grant of dispensations to speak / speak and vote.
