Minutes of a meeting held on 11th July, 2011.

 

Present:  Councillor C.L. Osborne (Chairman); Councillor Mrs. M. Kelly Owen (Vice-Chairman);  Councillors J.F. Fraser, E. Hacker, F.T. Johnson and Mrs. K.A. Kemp.

 

 

176     MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 13th May, 2011 be approved as a correct record.

 

 

177     DECLARATIONS OF INTEREST -

 

No declarations were received.

 

 

178     COWBRIDGE LOWER SCHOOL DISPOSAL UPDATE AND FUTURE OF FORMER PLAYING FIELDS, COWBRIDGE (DFICTP) -

 

Committee received a report which:

 

-          updated on progress made in relation to the disposal of the Lower School site, Town Mill Road, Cowbridge

-          sought instructions in respect of the former school playing fields, identified on the plan attached to the report.

 

Since Taylor Wimpey were accepted as the preferred bidder, contracts had been drafted by the Council’s legal department, and issued to Taylor Wimpey’s lawyers for comment.  It was anticipated that any amendments would be of a fairly minor nature and it was therefore hoped that exchange of contracts would occur within the next few weeks.

 

Taylor Wimpey had been making good progress, and had accessed the site with their ecologist and technical surveying teams.  Work was therefore moving at a significant pace. 

 

Once the exchange of contracts had taken place, Taylor Wimpey would be permitted to work on submitting the planning application in a timely fashion. 

 

Following discussions concerning the future of the playing field site it was felt that a valuation should be obtained and that a quotation for the valuation be sought from three Chartered Surveyors. 

 

RESOLVED -

 

(1)       T H A T the update on progress made in relation to the disposal of the Lower School site be noted.

 

(2)       T H A T a quotation be sought from three Chartered Surveyors to value the site of the former school playing fields.

 

Reasons for decisions

 

(1)       Having regard to the progress made.

 

(2)       With a view to the future disposal of the site.

 

 

179     MATTER WHICH THE CHAIRMAN HAD DECIDED WAS URGENT -

 

RESOLVED - T H A T the following matter, which the Chairman had decided was urgent for the reason given beneath the minute heading, be considered.

 

 

180     COWBRIDGE COMPREHENSIVE SCHOOL TRUST AND THE SIR THOMAS MANSEL FRANKLEN TRUST  -

Urgent by reason of the need for a decision to be made on this matter prior to the next scheduled meeting of the Trust Committee

 

The Chairman advised of receipt of a letter from Mr. P. Lewis, Chair of Governors - Cowbridge Comprehensive School, enquiring as to whether the Trust would be agreeable to considering the possibility of simplifying the relationship which existed between the two Trusts and rationalising the roles of custodial and managing Trustees. 

 

Having considered the contents of the letter, Committee felt that whilst the proposal had merit, it would be premature at this stage to combine the Trusts in view of the impending asset disposals. 

 

RESOLVED - T H A T the contents of the letter be noted.

 

Reason for decision

 

Having regard to the current position of the Cowbridge Comprehensive School Trust.
