WELSHCHURCHACT ESTATE COMMITTEE

 

 

Minutes of a meeting held on 21st November, 2011.

 

Present: Councillor C.L. Osborne (Chairman); Councillors F.T. Johnson, Mrs. D.M. Turner and S.T. Wiliam.

 

 

612     APOLOGIES FOR ABSENCE -

 

These were received from Councillors J.C. Bird and R.P. Thomas.

 

 

613     MINUTES -

 

RESOLVED - T H A T the minutes of the meeting held on 26th September, 2011 be approved as a correct record.

 

 

614     DECLARATIONS OF INTEREST -

 

No declarations of interest were received.

 

 

615     LAND TO THE REAR OF CHURCH ROAD, CADOXTON (DFICTP) -

 

Committee received a report which:

 

-     advised of a continuing problem relating to the condition of the land at the rear of Church Road and which sought a way forward

-     advised of a recent consultation with local residents concerning the same

-     sought a resolution on the way forward.

 

The lane to the rear of Church Road, Cadoxton was owned by the Welsh Church Act Estate Committee, and its location was highlighted on the plan attached to the report. 

 

Following recent complaints concerning the state of the lane, a site meeting had been arranged to discuss possible options for the land.  Local residents had been consulted on what they would like to see happen to the land in question and the responses were reported.

 

Discussions ensued on possible solutions to the problem, whereupon it was

 

RESOLVED -

 

(1)       T H A T officers enter into discussion with each owner of the houses at Church Road which backed onto the land to ascertain whether they would be interested in purchasing the land behind their houses.

 

(2)       T H A T a further report be brought before the Committee advising of the outcome of the negotiations with the householders at an appropriate time.

 

Reasons for decisions

 

(1)       In order that the Committee can agree a way forward to resolve an ongoing maintenance issue at this location.

 

(2)       In order to advise the Committee of the responses of the residents.

 

 

616     APPLICATIONS FOR FINANCIAL ASSISTANCE (DFICTP) -

 

The Committee considered applications for financial assistance from the Welsh Church Act Estate. 

 

An addendum to Appendix A of the report was distributed at the meeting.

 

Appendices to the report detailed the charitable purposes for which the fund might be applied and also the revenue account estimates for the current year.

Reason for decision

 

Having regard to the budget available and sums previously awarded.

 

 

617     EXCLUSION OF PRESS AND PUBLIC -

 

RESOLVED - T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

           

618     DISPOSAL OF SOUTHERNDOWN HOME (EXEMPT INFORMATION - PARAGRAPHS 12, 14 AND 16) (DFICTP) -

 

Committee were updated following the receipt of further information from the highest bidder, and also comments received from the Council’s Planning Department. 

 

The previous meeting of the Committee had resolved that the highest bidder for Southerndown Home be informed that the Committee was in agreement in principle to the proposal but wished to receive further details on the proposed designs for the site to be presented to the next meeting of the Welsh Church Act Estate Committee. 

 

Since the last meeting of the Committee, the agents had requested schematic plans from the highest bidder, a copy of which was attached at Appendix B to the report.  A view from the Council's Planning Officer was also attached as an Appendix.

 

RESOLVED -

 

(1)       T H A T the further information presented to the Committee be noted.

 

(2)       T H A T the highest bid for the Southerndown Home be accepted and that the Director of Finance, ICT and Property and the Director of Legal, Public Protection and Housing Services be authorised to agree Terms and Conditions for the sale and to complete all necessary documentation in order to execute the sale.

(1)       In order that Committee are in full knowledge of the additional information.

 

(2)       In order to complete the sale of the property at the earliest opportunity.
