Senior Management Restructuring - Recruitment and Selection Arrangements

Purpose of the Report

 

1.         To set out the recruitment and selection arrangements for a number of senior management posts in two of the Council's Directorates.

Recommendations

1.         To approve the recruitment and selection arrangements for the new post of Director of Environment and Housing as set out in paragraphs 8 to 12.

2.         To approve the recruitment and selection arrangements for the new posts of Head of Visible Services and Housing and Head of Regeneration and Planning as set out in paragraphs 13 to 17.

3.         To note the recruitment and selection arrangements for the new Senior Head of Service post (Head of Human Resources or Head of Performance and Development) as set out in paragraphs 18 to 21.

Reasons for the Recommendations

1.         To ensure the appointment to the senior management posts are progressed in accordance with the requirements of the Council's Constitution.

Background

2.         Members will be aware that senior management restructuring arrangements were approved by Cabinet on the 22nd June 2015 for services within the Council's Visible Services and Housing Directorate and Development Services Directorate.

3.         As part of the restructuring arrangements three posts were created; all of which will be subject to recruitment and selection by this Committee. These include:-

·           Director of Environment and Housing Service.

·           Head of Visible Services and Transport.

·           Head of Regeneration and Planning.

4.         The rationale for the restructuring arrangements and the purpose and remit of the above posts was as set out in the Cabinet report dated the 22nd June 2015.

5.         Members will also be aware that Cabinet also approved revisions to the senior management arrangements within the Resources Directorate on 22nd June 2015. This included the decision to ask either the Head of Human Resources or the Head of Performance and Development to assume a Senior Head of Service role reporting directly to the Managing Director.

6.         The above decision will mirror the existing senior roles of Head of Finance and Head of Legal and help provide capacity following the deletion of the role of Director of Resources.  The changes reflect recommendations from the Hay Group as approved by Council on 17th December 2014.

7.         The proposed recruitment arrangements for all of the positions as set out above are described in paragraphs 8 to 21 below.

Director of Environment and Housing Services

8.         In accordance with the above, it is proposed to seek an expression of interest (and subsequent application) from the current Director of Visible Services & Housing under discrete ring-fencing arrangements.

9.         Such a proposal is in accordance with the Council's Avoiding Redundancy Policy and procedure in that the postholder's current role will be deleted as part of the change process.

10.      It is proposed that the application is sought by the 10th July 2015 with a view to arranging an interview by this Committee during week commencing 13th July 2015.

11.      A copy of the job description and person specification is attached for the information of the Committee (at Appendix A and B).  The salary for the post will be in accordance with the Council's Director 2 salary level as approved by Council on 24th June 2015.

12.      It is suggested that dates for the above be agreed at the meeting of this Committee on the 2nd July 2015.

Head of Regeneration & Planning and Head of Visible Services and Transport

13.      In accordance with the Council's Avoiding Redundancy Policy and procedure, it is proposed to seek expressions of interest (and subsequent applications) for the above posts initially from employees directly affected as part of the restructuring arrangements.

14.      The above would include all post holders whose post will be deleted from the existing structure.  This will include employees in the following posts:-

  • Operational Manager - Highways and Engineering.
  • Operational Manager - Parks and Grounds Maintenance.
  • Operational Manager - Leisure and Tourism.
  • Operational Manager - Countryside and Economic Projects.
  • Operational Manager - Development and Building Control.
  • Operational Manager - Planning and Transportation Policy.

15.      It is proposed that applications are sought over the next few weeks with a view to receipt by 17th July 2015.  Given the seniority of the posts, the number of potential applicants and the competitive nature of the process it is proposed that initial screening takes place at an Assessment Centre prior to final interview by Members.

16.      A copy of the job descriptions and person specifications for the posts are attached for the information of the Committee (at Appendix C, D, E and F).  The salary for the posts will be in accordance with the Council's Head of Service salary level as approved by Cabinet on 22nd June and by Council on 24th June 2015.

17.      It will be necessary to reconvene the Senior Management Appointments Committee at an appropriate point to confirm short listing arrangements and then again to conduct final interviews.  It is suggested that appropriate dates are considered at the meeting of this Committee on the 2nd July 2015.

Senior Head of Service - Resources Directorate

18.      The appointment arrangements for the Senior Head of Service role were approved by Cabinet on the 22nd June 2015 and are based on the Hay Group recommendations as agreed previously by Council in December 2014.

19.      In accordance with the above, expressions of interest have now been sought from both the Head of Human Resources and Head of Performance and Development. The closing date for applications has been set as the 10th July 2015.

20.      It is proposed that applicants are interviewed by this Committee during week commencing 13th July 2015 with a view to an appointment being made.  It would be helpful if a date for interview could be set at the meeting on the 2nd July 2015.

21.      Remuneration arrangements for the role were approved by Council on the 24th June 2015 and again based on the recommendations from the Hay Group.  This will entail a payment of a salary supplement of £9,658 in addition to the current Head of Service salary for one of the "ring-fenced" officers concerned. 

Resource Implications (Financial and Employment and Climate Change, if appropriate)

22.      The resource implications are referenced in this report and are set out in full within the relevant reports to Cabinet on the 22nd June 2015 and to Council on 24th June 2015.

Legal Implications (to Include Human Rights Implications)

23.      The recruitment arrangements to the posts set out in this report are congruent with the requirements of the Council's Constitution and the requirements of The Local Authorities (Standing Orders) (Wales) Regulations 2014.

Crime and Disorder Implications

24.      There are no crime and disorder implications directly arising from this report.

Equal Opportunities Implications (to include Welsh Language issues)

25.      The selection proposals set out in this report will be managed in accordance with the Council's equality proofed Recruitment and Selection Policy, Avoiding Redundancy provisions and the requirements of The Local Authorities (Standing Orders) (Wales) Regulations 2014.

26.      The proposals within this report have been designed to ensure the provision of effective senior management arrangements.
