Report of the Managing Director

 

Senior Management Appointment Arrangements - Head of Achievement for All

 

Purpose of the Report

  1. To set out the final interview schedule for the above post.

Recommendations

  1. To receive a presentation and to conduct an interview of the short listed candidate on the 23rd August 2016 in relation to the new post of Head of Achievement for All, Directorate of Learning and Skills.
  2. To delegate residual appointment details, as appropriate to the Managing Director in consultation with the Deputy Leader and Cabinet Member for Regeneration and Education of the Council.

Reasons for the Recommendations

  1. To ensure the appointment to the post is made in accordance with the Council's Constitution and as part of the senior management review arrangements within the Directorate.
  2. As above.

Background

  1. The new Head of Service position was created following the resignation of the former Head of School Improvement and Inclusion and the senior management restructure within the Directorate which was approved by Cabinet on the 20th June 2016.
  2. The Job Description, Person specification and recruitment and selection arrangements for the position were approved by the Senior Management Appointments Committee on 12th July 2016.
  3. In accordance with the above one candidate was seen as part of an initial selection process conducted by the relevant Cabinet Member, Esther Thomas, Service Director for Schools and Community for Rhondda Cynon Taff on behalf of the Directorate of Learning and Skills and Reuben Bergman, Head of Human Resources which took place on the 15 August following which the candidate was shortlisted for interview and consideration by the Committee.

Relevant Issues and Options

  1. The following documentation is attached to support the Committee in finalising the appointment process:-
  1. The Closing date for receipt of expressions of interest, application forms from the ring fenced candidate pool was set at the 8 August 2016. The relevant application form and supporting documentation in respect of the shortlisted candidate will be sent to Members of the Committee under separate cover in advance of the meeting of the Committee.
  2. Members are requested to bring the application form and supporting information of the short-listed candidate for this appointment to the meeting of this Committee to assist the selection process. Interviews and consideration of the application from will be conducted under "Part II" provisions of Access to Information legislation.
  3. The shortlisted candidate has been provided with a topic and has been asked in advance of the meeting of the Committee to prepare a 10 minute presentation, on which they will be invited to deliver at the meeting of the Committee. Although it is optional, the candidate has also been advised "that our preference would be for a hand-out to be circulated at the meeting and the document talked through on the content of the presentation as opposed to a power point presentation".
  4. In addition to the above, the candidate has been advised that they will be required to respond to a number of questions from Members and Officers during the interview. Clearly, the candidate will equally be afforded the opportunity to ask questions of the Committee and the Directorate representative in respect of the roles and responsibilities associated with the appointment.
  5. Details of the presentation topic, suggested interview questions/responses and scoring matrix will be circulated to Members at the meeting.
  6. Appointment to the above role will be on terms and conditions as prescribed by the Joint Negotiating Committee for Chief Officers of Local Authorities.
  7. Esther Thomas, Service Director for Schools and Community for Rhondda Cynon Taff will be present at the meeting to provide feedback in respect of the technical interview proceedings and outcome as well as to respond to any queries from Members at the meeting of the Committee.

  1. Set out in the report to Cabinet of the 20th June 2016 and in the previous report to this Committee of the 12th July 2016.

Sustainability and Climate Change Implications

  1. There are no sustainability and climate change implications arising from this report.

Legal Implications (to Include Human Rights Implications)

  1. The recruitment arrangements to the post set out in this report are congruent with the requirements of the Council's Constitution and the requirements of The Local Authorities (Standing Orders) (Wales) Regulations 2014.

  1. There are no crime and disorder implications directly arising from this report.

  1. The proposed ring fencing, recruitment and selection proposals set out in this report will be managed in accordance with the Council's equality proofed Recruitment and Selection Policy, Avoiding Redundancy provisions and within the requirements of The Local Authorities (Standing Orders) (Wales) Regulations 2014.

  1. The proposals within this report have been designed to ensure the provision of effective senior management arrangements in the Directorate and in the Council.
