Report of the Director of Environment and Housing

 

Recruitment and Selection Arrangements for the Head of Housing and Building Services

 

Purpose of the Report

To set out the recruitment and selection arrangements for the post of Head of Housing and Building Services.

Recommendation

  1. To approve the recruitment and selection arrangements for the above post and all relevant documentation as set out in this report.

Reason for the Recommendation

  1. To ensure the appointment is in accordance with the Council's Constitution.

Background

  1. The requirement to appoint to this position is due to the resignation of the current post holder who left the Council on the 5th August 2016.
  2. Alternatives to a straight forward recruitment exercise have been considered such as collaborative working with other Councils, however this was not considered a feasible option.
  3. It is therefore important to commence arrangements for a successor to the position to ensure service continuity.

Relevant Issues and Options

  1. On the basis of the above it is proposed to advertise the post in September with final interviews in December.
  2. A copy of the job description and person specification is attached for the approval of committee (Appendix A and B respectively).
  3. Appointment to the post will be on Chief Officer's terms and conditions of service.
  4. Copies of the draft adverts are contained in Appendix C. It is proposed to place with Inside Housing, Wales Online and on the Council's website. An outline recruitment schedule is attached as Appendix D.
  5. The Senior Management Appointments Committee will need to reconvene to approve long listing on the 27th September, then again on the 18th October to confirm the final short list of interview. By which time an assessment centre and Officer interviews will be conducted and the outcomes fed back. The suggested date for final interview is 2nd November 2016.
  6. It is suggested that the above dates are considered at the meeting of this Committee on the 23rd August 2016.
