Report of the Managing Director

 

Interim Appointment Arrangements for the Post of Director of Learning and Skills

 

Purpose of the Report

  1. To set out interview arrangements in respect of an interim appointment to the post of Director of Leaning and Skills.

Recommendations

  1. To confirm arrangements for an interim appointment to the post of Director of Learning and Skills.
  2. That subject to the above, to proceed with interview arrangements for the post of Director of Learning and Skills and, if appropriate confirm appointment to the role on interim basis of up to 12 months.
  3. To delegate appointment details, as appropriate to the Managing Director in consultation with the Leader and Cabinet Member for Regeneration and Education.
  4. That a further report is presented to this Committee in due course to set out the longer term arrangements for the role of Director of Learning and Skills.

Reasons for the Recommendations

  1. To ensure that there are appropriate arrangements in place to cover the statutory role of Director of Learning and Skills on a temporary/interim basis.

  4. To ensure that longer term cover arrangements for the post of Director of Learning and Skills are considered and progressed.

Background

  1. Members of the Committee will be aware of the unexpected death of Jennifer Hill, Director of Learning and Skills on the 31st July 2016.
  2. The post carries statutory duties as set out under section 532 of the Education Act 1996 and, as such it is important that interim arrangements are put in place to cover the role and to provide continuity of leadership within the Directorate.
  3. In accordance with the above, expressions of interest have been sought from the current two Heads of Service within the Directorate with a view to one of them undertaking the interim role of Director role for a period of up to 12 months.
  4. The above plan of action was approved by all Group Leaders at the beginning of September and expressions of interest were duly sought from the Head of Strategy, Community Learning and Resources and the Head of Achievement for All.
  5. As indicated the arrangements will help to ensure continuity of leadership during a continuing period of change and service transformation within the Learning and Skills Directorate and continued focus in achieving related corporate objectives.
  6. It will also provide the space and opportunity for the Council to consider and progress the longer term arrangements for this important post.

Relevant Issues and Options

  1. An expression of interest and subsequent application form has now been received in accordance with the arrangements as set out in paragraphs 4 to 7 above.
  2. As a result of the above, Members are asked to proceed with the interview arrangements for the post concerned and on an interim basis of up to 12 months.
  3. A copy of the job description and person specification for the role are attached at Appendices 1 and 2 respectively.
  4. A copy of the application form and a list of suggested questions will be sent to Members under separate cover and in advance of the meeting of this Committee.
  5. Members are requested to bring the application form to the meeting of this Committee to assist the selection process. Interviews will be conducted under "Part II" provisions of Access to Information legislation.

Resource Implications (Financial and Employment)

  1. Appointment to the above role will be on terms and conditions as prescribed by the Joint Negotiating Committee for Chief Officers of Local Authorities and on a salary range of between £87,210 and £96,900 per annum.

  1. Members will be aware of the need to ensure that the statutory duties associated with the Director of Learning and Skills are properly assigned and in accordance with section 532 of the Education Act 1996.
