Report of the Director of Environment and Housing


Recruitment and Selection Arrangements for the Head of Housing and Building Services


Purpose of the Report

  1. To provide an update on the recruitment and selection arrangements for the post of Head of Housing and Building Services and to ask the Committee to confirm a short-list of candidates for preliminary assessment and officer interviews.

Reason for the Recommendation

  1. To ensure the appointment is in accordance with the Council's Constitution.


  1. The Senior Management Appointment Committee approved the recruitment process for the post of Head of Housing and Building Services on the 23rd August 2016.
  2. An advert was placed in Inside Housing, Wales Online and internal in the Council with a closing date of 19th September 2016.

Relevant Issues and Options

  1. Ten applications were received by the closing date. The initial shortlisting was undertaken by the Director on the 21st September 2016 and recommendations will be tabled at the meeting of the Committee regarding the candidates who it is considered should be invited for preliminary assessment on the 6th October 2016. A summary of all the candidates will also be provided at the meeting together with a verbal update on the reasons for the recommended shortlist under "Part 2" provisions of Access to Information legislation. Similarly, copies of completed application forms received will be available for Members' consideration at this stage of the Committee proceedings.

Each of the candidates identified by the Committee to progress to the short listing stage of the process will be invited for a preliminary assessment comprising of Officer interview and psychometric and ability testing on the 6th October.

  1. The Officer interview will be conducted by the Director of Environment and Housing, Head of Locality and Adult Services and the Principal Personnel Officer.
  2. In addition to the above, various stakeholders, including staff, partners and tenants will be invited to meet the candidates in a timed and facilitated session with each stakeholder group based at one of a series of tables, where bespoke questions will be asked by the groups to establish which candidate(s) they feel would represent the "best fit" for the organisation. These responses will not be scored but will provide an opportunity for the various stakeholders to provide a narrative detailing their opinions of the various candidates.
  3. The assessment process will help determine a final shortlist for recommendation to Members at a further meeting of the Committee on the 18th October and then final interview on the 2nd November.
  4. A verbal update will be provided on the 18th October by the Director along with details of any further arrangements.

  1. The vacancy is a consequence of the previous post holder having resigned.
