Recruitment and Selection Arrangements for Post of the Director of Learning & Skills
Purpose of the Report
To set out the recruitment and selection arrangements for the post of Director of Learning & Skills.
To approve the recruitment and selection arrangements and all the relevant documentation as appended to this report and as circulated at the meeting of the Committee.
Reason for the Recommendation
To ensure the appointment is progressed in accordance with the requirements of the Council's constitution.
The post is currently being undertaken on a temporary "acting arrangement" by the Council's Head of Strategy, Community Learning & Resources but there is a need to make a permanent appointment to ensure stable leadership for the Directorate.
The Learning and Skills Directorate has an ambitious programme of work in hand and is required to deliver effective support to Vale Schools. The Directorate has a wide range of statutory duties and its primary role is to work in collaboration with key stakeholders to develop effective, confident and independent learners who enjoy a sense of personal well-being, enabling them to share their learning with others and to contribute to their community and society. The appointment of this post is critical to achieve the aims of the Directorate and the statutory obligations of the Council.
It is now, therefore, necessary to commence the recruitment process and progress arrangements for the permanent appointment to the post in accordance with the Council's normal recruitment and selection procedures.
Relevant Issues and Options
On the basis of the above it is proposed to advertise the post (both internal and external) during week commencing the 16 January 2017 with a view to concluding final interviews during early March 2017. It is hoped that a successful candidate can be recruited as early as possible in the new financial year.
A copy of the proposed job description and person specification is attached for the information of the Committee (at Appendix A and B respectively). A draft recruitment schedule, draft adverts, details of a suggested advertising campaign and projected costs will be tabled for consideration at the meeting.
The Head of Human Resources will undertake an exercise to identify an appropriate organisation to undertake assessment centre/psychometric testing ensuring best value for money.
It will be necessary to reconvene the Senior Management Appointments Committee week commencing 13 February in order to confirm long listing arrangements. In addition the Committee may wish to reconvene week commencing 6 March to confirm final shortlist and/or then conduct final interview week commencing 13 March.
It is suggested that dates for the above be agreed at the meeting of this Committee on the 15 December.

It is intended that he projected costs of the advert production and potential media costs will be circulated for consideration and determination at the meeting of the Committee
