Report of the Director of Environment and Housing

 

Recruitment and Selection Arrangements for the Head of Housing and Building Services

 

Purpose of the Report

  1. To provide the outcome of a recent market testing exercise undertaken by Solace for the post of Head of Housing and Building Services and to seek the views of Committee on the future recruitment and selection arrangements for this post in light of this exercise.

Recommendations

  1. That Committee notes the contents of the Solace report attached at Appendix A.
  2. That Committee considers the most appropriate future recruitment and selection arrangements for the post, taking into account the outcome of the market testing exercise.
  3. That a future report is provided to this Committee early in the New Year to seek agreement on the full details of the amended recruitment and selection arrangements for the post.

To seek to establish and agree the most appropriate recruitment and selection arrangements for the post to best ensure a larger number of suitable applicants when it is re-advertised in the New Year.

Background

  1. The Senior Management Appointment Committee approved the recruitment process for the post of Head of Housing and Building Services on the 23rd August 2016.
  2. An advert was placed in Inside Housing and Wales online with a closing date of 19th September 2016.
  3. Ten applications were received; unfortunately there were no suitable candidates to recommend for long listing at the meeting held on the 27th September 2016.
  4. It was recommended at this meeting that we contact SOLACE to undertake a market testing exercise to be completed by the end of November.

Relevant Issues and Options

  1. As was recommended Solace was engaged to undertake a market testing exercise for the post and its full report is attached at appendix A. The key learning points seem to be, salary, role content and role security.
  2. It is recommended that Committee considers the details of the report to establish what aspects of the current post or the recruitment and selection processes should change to provide the best opportunity to recruit the most suitable applicant to the position in the future.
  3. The requirements of the current role include a mix of housing and building knowledge, with an emphasis on strategic housing, adaptive leadership and senior management experience. Whilst adaptive leadership skills and senior management experience are most necessary there may be an opportunity to consider a more generally skilled and experienced strategic manager as opposed to one with a strategic housing / building management background. The Council currently has two Operational Managers with considerable expertise in these areas and this could open up the position to a wider range of applicants.
  4. Work is required to make the role more attractive to certain potential candidates, particularly those who may be currently working within other sectors. There is a view that local authorities are less secure than other employment sectors and this will also need to be addressed in the future recruitment campaign.
  5. When Committee has formed on view on the market testing exercise work will be undertaken to develop a new recruitment programme for agreement by Committee in the New Year.

  1. The vacancy is a consequence of the current post holder having resigned.
