Recruitment and Selection Arrangements for the Director of Learning and Skills

 

Purpose of the Report

  1. To provide an update on the recruitment and selection arrangements for the post of Director of Learning and Skills and to ask the Committee to confirm a long-list of candidates for preliminary assessment and officer interviews.

Recommendation

  1. To note the information presented within the report and confirm a long-list of candidates for preliminary assessment and officer interviews.

Reason for the Recommendation

  1. To ensure appointment is conducted in accordance with the requirements of the Council's constitution.

Background

  1. The Senior Management Appointment Committee approved the recruitment process for the above post on the 15 December 2016. Adverts were placed internally and in the Times Educational Supplement (TES) (online only) and Western Mail (both signpost advert and online) with a closing date of 3 February 2017.
  2. The advert was also circulated to Local Authorities in CSC consortia and authorities across Wales and by SOLACE Enterprises on their member network and included on their website.

Relevant Issues and Options

  1. At the end of working day on the 3rd February there had been 6 applications received for the vacant post of Director of Learning and Skills. Members will be provided with copies of all application forms received under separate cover and in advance of the meeting with the Committee on the 14th February.
  2. A summary of all the candidates will be tabled at the meeting of this Committee on the 14 February and verbal feedback on the short-listing proposals will be provided by Officers under the "Part II" provisions of the Access to Information legislation.
  3. There were 2 candidates assessed as meeting the requirements for the post. If Members are content with the proposed short-list, those candidates selected to proceed to the next stage of the process will be invited to attend an assessment centre and officer interview on 27 February 2017.
  4. The assessment centre process will include a technical interview of short listed candidates with the Managing Director, Head of Human Resources and an education representative from WGLA. Solace will facilitate the assessment centre to include psychometric assessment, a management scenario exercises and a presentation/discussion with a group of headteachers. The assessment/interview process will identify a final short-list of applicants.
  5. The shortlist of candidates recommended for interview will be referred back to the Committee on the 9 March for consideration and determination of those that the Committee wish to invite for final interview on 16 March.
  6. Alternatively, in the event that there are only 1 or 2 candidates shortlisted, it is proposed that Members consider bringing forward to the final interviews to an earlier date which expedite proceedings and negate the need for a further meeting of the Committee to confirm the final shortlist.
  7. A copy of the job description and person specification are attached at Appendices A and B.
  8. Members will be provided with a breakdown of the media response to the recruitment campaign at the meeting on 14 February.
