Report of the Director of Learning and Skills

 

Recruitment and Selection Arrangements for the Head of Strategy, Community Learning and Resources

 

Purpose of the Report

1. To provide an update on the recruitment and selection arrangements for the post of Head of Strategy, Community Learning and Resources and to ask the Committee to confirm a long-list of candidates for preliminary assessment and officer interviews.

Recommendation

  1. To note the information presented within the report and confirm a long-list of candidates for preliminary assessment, Headteacher panel and officer interviews

Reason for the Recommendation

  1. To ensure the appointment is in accordance with the Council's Constitution.

Background

  1. The Senior Management Appointment Committee approved the recruitment process for the post of Head of Strategy, Community Learning and Resources on the 9th  March, 2017.
  2. An advert was placed in the Guardian online as well as in Jobs Wales online and internal in the Council with a closing date of Monday, 27th March, 2017.

Relevant Issues and Options

  1. As the closing date is 12 noon on Monday, 27th March it is not possible at this time to confirm within the content of this report the number of applications received or their suitability for long-listing.
  2. All applications received by the closing date will, however be sent to Committee Members ahead of the meeting on the 30th March, 2017 for consideration.
  3. A summary of all the candidates will be tabled at the meeting together with a verbal update on the long-listing proposals to be provided by the Head of Human Resources or nominated representative under the "Part II" provisions of Access to Information legislation.
  4. Those candidates selected for further consideration will then be invited to attend an assessment centre on Tuesday, 4th April, 2017. The assessment centre will involve a technical interview by Officers, a meeting with a panel of Headteachers along with relevant ability/competency exercises. The assessment centre will be supported by an external provider.
  5. The assessment process will help determine a final shortlist for recommendation to Members at a further meeting of the Committee on the 5th April and then final interview on the 27th April.
  6. A copy of the agreed job description and person specification is attached to assist Members in their consideration at Appendix A and at Appendix B respectively.
  7. Members will be provided with a breakdown of the media responses at the meeting on the 30th March, 2017.

  1. The vacancy is a consequence of the previous post holder being appointed to the Director of Learning and Skills position in the Council.
