Report of the Cabinet Member for Tourism and Leisure

 

Event Deed of Grants 2012 - 2015

 

Purpose of the Report

1.             To seek approval to use the devolved Events Grants for the proposed Event Deed of Grants 2012 - 2015 (as detailed in paragraph 2).

Recommendation

1.             That Cabinet approve the Event Deed of Grants for a further three years 2012 - 2015, using funding from the devolved Events Grants budget.

Reason for the Recommendation

1.             To extend and award the Event Deed of Grants for a further three years 2012 - 2015.

Background

2.             The Council recognises the importance of events to both the local community / economy and to visitors to the Vale.

3.             The Council currently has two separate funds available for use by the Events Officer:

(a)          The Corporate Events Budget - this budget is used to fund both Council events and the Events Grants.

(b)          The devolved Events Grants - all events grants had previously been administered by the Directorate of Finance, ICT and Property and in April 2008 the decision was made to hand over the Events element of the grants budget to this Directorate (Leisure and Tourism).

4.             The devolved Events Grants budget has previously supported the following events from 2009 - 2012.

5.             The above events are now at the end of their funding period and the event organisers have submitted new applications for further funding assistance.  Each of the above events has been judged on merit in terms of the benefits they bring to local economy and how well established and self sufficient each event has become.

6.             Based on the above it is proposed that the following funding be agreed for 2012-2015.

Resource Implications (Financial and Employment and Climate Change, if appropriate)

7.             The resources available for the devolved Event Grants is only £31000 per annum.

8.             The above Grants leaves a remainder of £8500 per annum in the budget which will be used to support new events.

9.             As no additional funding will be available for this budget, it is anticipated that should new applications be received that are deemed more beneficial than events presently supported, it may be possible that some existing events will have their funding reduced.

Legal Implications (to Include Human Rights Implications)

10.        All grants for events will require a Deed of Grant to ensure they deliver to the Council's expectations.

Crime and Disorder Implications

11.        The funding of events throughout the Vale of Glamorgan should assist in increasing social inclusion and reducing crime.

Equal Opportunities Implications (to include Welsh Language issues)

12.        All organisations seeking funding must actively promote equal opportunities in their operations and service delivery.

Corporate/Service Objectives

13.        Events raise the profile of the Council and the Vale of Glamorgan Events programme, as well as contributing to regeneration objectives.

Policy Framework and Budget

14.        This is a matter for Executive decision by Cabinet.

Consultation (including Ward Member Consultation)

15.        No specific ward consultation has taken place as this is a Council wide issue.
