Event Deed for Grants 2012 - 2015 (Part 3)

 

Purpose of the Report

1.             The purpose of this report is to provide further information on the potential use of the Devolved Event Grant fund for the current year.

Recommendations

1.             That Cabinet considers the possible options for event grants for the period 2012 - 13 and endorses the proposed use of the event grants as set out in the report.

Reasons for the Recommendations

2.             To award the suggested events grants for the period 2012 - 13 only.

Background

2.             A previous report "Event Deed of Grants 2012 - 2015" was presented to Cabinet on 11th June 2012 and further to discussion the following was resolved:

"That a further report detailing all relevant financial information on those organisations detailed in the report, including a review of funding streams available to the same, be presented to Cabinet".  Ref: Minute number C1738.

3.             The Devolved Events Grants budget has previously supported the following events from 2009 - 2012:

4.             The Devolved Events Grants budget stands at £31,000 per annum.

This event is in its 6th year and has been supported by the Vale of Glamorgan Council since the beginning.  The event is growing each year and the Events Officer normally supports this from the Corporate Events Budget.  The event receives no other funding.:

Llantwit Major Christmas Lights Event

High Street Christmas Events,

 

The High Street Traders receive £2,000 from the Vale of Glamorgan Council towards purchase / up keep of their Christmas Lights.  This figure would cover the cost of their event eg Stage, Road Closure:

Sustainability and Climate Change Implications

7.             All organisers of events supported by the Vale of Glamorgan are reminded of the Council's environmental policies and are encouraged to commit to sustainable events organisation.

Legal Implications (to Include Human Rights Implications)

8.             All grants for events will require a Deed of Grant to ensure they deliver the Council's expectations.

Crime and Disorder Implications

9.             The funding of events throughout the Vale of Glamorgan should assist in increasing social inclusion and reducing crime.

Equal Opportunities Implications (to include Welsh Language issues)

10.        All organisations seeking funding must actively promote equal opportunities in their operations and service delivery.

Corporate/Service Objectives

11.        Events raise the profile of the Council and the Vale of Glamorgan Events programme, as well as contributing to regeneration objectives.

Policy Framework and Budget

12.        This report is a matter for Executive decision by Cabinet.

13.        No consultation has taken place, given the urgent nature of the report and the fact that a significant number of areas are affected.
