Use of the Managing Director's Emergency Powers

                                      

Purpose of the Report

1.         To notify Cabinet of the exercise of Emergency Powers by the Managing Director since taking up office.

Recommendation

That the report be noted.

Reason for the Recommendation

To inform the Cabinet.

 

Background

2.         The emergency powers procedure was approved by Minute No. 95 (2012/13).

Relevant Issues and Options

3.         To note the following:

(a)       Authority, in respect of education capital budgets (Toilet Refurbishment Schemes), to agree the virements contained in the proforma dated 31st July 2012 in respect of Cadoxton Primary School and Holton Road Primary School and, in the case of Cadoxton Primary School and Ysgol Iolo Morganwg, to accept the quotations referred to in the same proforma.

(b)       Authority to use the £55k. capital budget (2012/13) for urgently required structural works to the Eastern Shelter, Barry Island and to bring forward £30k. from 2013/14 into the 2012/13 Capital Programme to undertake those works.

(c)        Authority to execute the Central South Consortium for Data Sharing Agreement.

 

Scrutiny Committee (Lifelong Learning)

 

 

(d)       Authority to undertake the necessary action in relation to an employment relations issue.

(e)       Authority to replace Councillor Mrs. A.J. Preston with Councillor J.W. Thomas on the Scrutiny Committee (Social Care and Health) with immediate effect.

(f)         Authority to make the necessary changes to the Adoption Agency decision-making procedures in accordance with the Adoption Agency (Wales) (Amendments) Regulations 2012.

(g)       Authority to change the name on the lease of an area of land at Gibbonsdown to the Gibbonsdown and Court Communities First Partnership Boards.

 

Scrutiny Committee (Economy and Environment)

 

 

(h)        Authority to replace Councillor Mrs. M. Kelly Owen on the Scrutiny Committee (Lifelong Learning) with Councillor J.W. Thomas with immediate effect until her return form ill health.
