Report of the Leader

 

Representation on South Wales Police and Crime Panel

 

Purpose of the Report

1.         To replace the Council's existing representative on the South Wales Police and Crime Panel.

Recommendation

That Councillor Mrs. J. A. Moore be appointed to replace the Leader as the Council's representative on the South Wales Police and Crime Panel; the appointment to last until the local government elections in 2017.

Reason for the Recommendation

To ensure continuity of representation.

 

Background

2.         The Council's current representative on the South Wales Police and Crime Panel is the Leader, who was appointed by Cabinet on 30th May 2012.

Relevant Issues and Options

3.         It has become apparent that many of the meetings of the South Wales Police and Crime Panel have clashed (and will continue to do so) with dates of Cabinet meetings.  As a result, the Leader feels he is unable to continue as the Council's representative on the Panel.  The Labour Group is proposing that Councillor Mrs. J. A. Moore replace the Leader. 

4.         It is proposed that, as previously, the appointment should run for the life of the Council, i.e. until the local government elections in 2017.

Legal Implications (to Include Human Rights Implications)

7.         There are no specific implications arising from the report.  Responsibility for the appointment of Members / officers to Outside Bodies, and the revocation of any such appointment, rests with the Cabinet.
