Penarth Learning Community Benefits

 

Purpose of the Report

1.         To up-date Members with information relating to the delivery of community benefits on the Penarth Learning Community project.

Recommendations

1.         That Members note the content of the report.

Reasons for the Recommendations

1.         To ensure Members are furnished with the necessary information regarding the positive impact that the Penarth Learning Community is having on local communities.

Background

2.         A Cabinet Report was submitted on the 15th July 2013 stating the position at that time.  This report up-dates this information.

3.         The delivery of added value through community benefits policy is an integral consideration in procurement and is one of the 9 principles contained in Welsh Government procurement policy.

4.         The main principles of Targeted Recruitment and Training (T R & T) for Penarth Learning Community are to ensure that new opportunities are provided for new opportunities are provided for new entrants, trainees and those leaving education including those currently not in employment, education and training.

5.         The Council intends that for every £1m in contract value, the contractor will provide a minimum of 80 weeks employment for a new entrant.

The contract value for Penarth Learning Community is £39.45m equating to a total of 3,156 person weeks for a new entrant to be achieved during the construction and demolition process.

6.         In order that the project may be viewed as an exemplar for the construction Industry and other local authorities an increase of 25% will be aimed for. Therefore, delivering a total of 3,945 person week.

 

Relevant Issues and Options

7.         Leadbitter have been working closely with their sub-contractors and in January 2014 reached the contractual target of 3,156 person weeks, 66 weeks into a contract period of 156 weeks.  (See Appendix A).

The team will now continue to work towards the 25% increased target of 3945 person weeks and expect to exceed that target and have set a new project target of 5000 person weeks.

8.         During December 2013 the Penarth Learning Community team shared their learning through dissemination event as part of being a Constructing Excellent Wales exemplar project.

The event was attended by 50 construction professionals from across Wales. The presentation team was bolstered by two School Ambassadors and one of the Ambassadors parents who gave individual insight into what the project means to them.

The whole event was a huge success and proves that Penarth Learning Community is more than just a building.

Resource Implications (Financial and Employment)

9.         There are no additional resource requirements associated with this project.

Sustainability and Climate Change Implications

10.      Creating a sustainable environment through the use of T R & T is a Welsh Government priority and is part of the councils procurement policy, strategy and guidance.

11.      There are no legal implications at this time.

12.      There are no crime and disorder implications regarding this report.

13.      Improving employment possibilities for those living in the Vale and wider community.
