Report of the Cabinet Member for Regeneration, Innovation, Planning and Transportation

 

Innovation Quarter: Marketing and Disposal of IQ Southern Development Site

 

Purpose of the Report

1.         To obtain authority for the Director of Resources to market and dispose of the IQ Southern Development Site (site edged red in Appendix A) located within the Innovation Quarter for one or more of the following uses: Financial and Professional Services (Use Class A2), Food and Drink (Use Class A3), Business (Use Class B1), and Assembly and Leisure (Use Class D2) uses in consultation with the Leader, Cabinet Member for Regeneration, Innovation, Planning and Transportation, Director of Development Services and Head of Legal Services subject to the consent of the Welsh Government.

2.         To obtain authority for the Director of Resources to appoint marketing agents to market and dispose of the IQ Southern Development Site.

3.         To obtain authority for the Head of Legal Services to prepare, execute and complete all legal documentation required to facilitate the disposal of the IQ Southern Development Site subject to the consent of the Welsh Government.

Recommendations

1.         That authority is granted to the Director of Resources to market and dispose of the IQ Southern Development Site located within the Innovation Quarter for one or more following uses: Financial and Professional Services (Use Class A2), Food and Drink (Use Class A3), Business (Use Class B1), and Assembly and Leisure (Use Class D2) uses in consultation with the Leader, Cabinet Member for Regeneration, Innovation, Planning and Transportation, Director of Development Services and Head of Legal Services subject to the consent of the Welsh Government.

2.         That authority is granted to the Director of Resources to appoint marketing agents to market and dispose of the IQ Southern Development Site.

3.         That authority is granted for the Head of Legal Services to prepare, execute and complete all legal documentation required to facilitate the disposal of the IQ Southern Development Site subject to the consent of the Welsh Government.

4.         That in marketing the site, under Recommendation 1 particular emphasis is placed in attracting interest and potential bids for a new cinema and that the evaluation of the bids received reflect this emphasis. 

Reasons for the Recommendations

1.         To enable the marketing and disposal of the IQ Southern Development Site located within the Innovation Quarter subject to the consent of the Welsh Government.

2.         To appoint marketing agents to assist with the marketing of the site.

3.         To enable the disposal of the site.

4.         To satisfy the Corporate Plan priority of the Council actively seeking a new Cinema for Barry.

Background

4.         The Innovation Quarter is a 19-acre mixed use urban quarter located within Barry Waterfront that is being regenerated by the Vale of Glamorgan Council by way of a joint venture with the Welsh Government.  To date a number of development projects have been facilitated at the Innovation Quarter including the Premier Inn hotel and Brewers Fayre Restaurant, West Quay Medical Centre, the Business Service Centre (with its 15 offices and workshops), the Skills Training Centre, and contracts have also been exchanged with a developer for converting the Hydraulic Pumphouse into 15 Live Work Units and commercial uses.

5.         The Innovation Quarter is well located within the heart of Barry Waterfront alongside the new Quays development and will be within a vibrant area that is set to benefit from the opening of the new Link Road connecting the Waterfront to Barry Island.

Relevant Issues and Options

6.         To further progress the regeneration of the Innovation Quarter it is proposed to market and dispose of the land shown indicatively edged red in Appendix A as an opportunity for one or more of the following uses: Financial and Professional Services (Use Class A2), Food and Drink (Use Class A3), Business (Use Class B1), and Assembly and Leisure (Use Class D2) uses.  The latter D2 use class includes cinemas and as members will be aware it is an aspiration of this Council to secure a cinema for Barry in accordance with the Council's Corporate Plan (2013 -17), which states an aim is to "actively seek a new cinema for the town of Barry (2015/16)"  

7.         Consideration has been given to the viability of marketing the IQ Southern Development Site solely as an opportunity for a cinema by way of a commercially confidential study completed for the Council by property specialists Savills.  The findings of the Savills study are outlined in a Part 11 Report submitted also to this Cabinet. Having considered the Savills study it is recommended to widen the scope of uses for which the IQ Southern Development Site is to be marketed as identified in paragraph 6, although there will be an emphasis to seeking to attract a cinema operator.

8.         An appropriate development scheme secured for the IQ Southern Development site would assist the delivery of the urban quarter vision for the Innovation Quarter, regenerate a brown-field site, boost the local economy and create jobs. 

Resource Implications (Financial and Employment)

9.         The costs associated with the marketing and disposal of the site will be funded from capital receipts.  In accordance with the legal joint venture for the Innovation Quarter any income generated from the land disposal will be shared with between the Council and Welsh Government.

Sustainability and Climate Change Implications

10.      The IQ Southern Development Site is situated within a sustainable mixed use urban development area that is well located close to public transport, cycling and pedestrian routes. 

Legal Implications (to Include Human Rights Implications)

11.      The Vale of Glamorgan Council owns the freehold interest in the land.

12.       The Council is in a legal joint venture with the Welsh Government and as with all land disposals within the Innovation Quarter the disposal of the site edged red would be subject to Welsh Government consent. 

Crime and Disorder Implications

13.      This is a matter that any future redevelopment scheme at the site would address during the detailed design stage.

Equal Opportunities Implications (to include Welsh Language issues)

14.      The intention is to appoint property agents and to place the site on the open market thereby enabling a fair and equitable marketing exercise.

Corporate/Service Objectives

15.      This project would support the Council's Corporate Plan (2013 -17) and its aim to facilitate as a "Regeneration Outcome" (R7): "Vale of Glamorgan has a thriving economy supporting cohesive sustainable communities"

16.      By marketing the site for Assembly and Leisure (Use Class D2), will still provide the opportunity for cinema operators to bid for the site thereby complying with the Council's Corporate Plan (2013 -17) and its aim (R7) for the Council to "actively seek a new cinema for the town of Barry. (2015/16)"

Policy Framework and Budget

17.      This report is a matter for Executive decision.

Consultation (including Ward Member Consultation)

18.      The Southern Development Site is located in the Baruc ward and the local Ward Members have been consulted on the report.  Councillor Ian Johnson (local Ward Member for Buttrills ward) comments that 'In principle, I am supportive of the use of the site for socially or economically beneficial uses'  and 'I note that one of the proposed uses is a multiplex cinema.  I am sure that officers are in continued dialogue with regards to other potential cinema sites in Barry, particularly the recent grant from the Arts Council of Wales to Barry Memorial Hall Theatre and Trust to improve their cinema output'.  The Councillor recommends 'that the final report be forwarded to the next available Economy & Environment Scrutiny Committee for their attention'.
