Draft National Transport Plan (NTP) 2015 Consultation
Purpose of the Report
1. To agree a response to the Welsh Government's (WG) Draft National Transport Plan to be implemented from 1st April 2015.
1. That Members note the contents of the Draft National Transport Plan 2015.
2. That Cabinet approve the Council's response to the Consultation Questions as outlined at Appendix 1 and that these are sent to the Welsh Government by the closing date of 11th March 2015.
Reasons for the Recommendations
1. To advise Members of the Consultation.
2. To allow the Council to issue a Consultation response and to ensure the responses are received by the closing date of 11th March 2015.
2. This consultation document seeks views on the Draft National Transport Plan 2015 to enable the WG to deliver its transport priorities from April 2015.
3. The Wales Transport Strategy was published in 2010 and is a statutory strategy required by the Transport (Wales) Act 2006.
4. The Wales Transport Strategy sets the policy framework for transport in Wales and the contributions of transport interventions to those outcomes. The National Transport Plan (NTP) sits within the framework provided by the Strategy and sets out in more detail how the policies and objectives in the Strategy will be delivered.
5. Within the framework of the Wales Transport Strategy, the NTP focuses on delivering five key priorities:
Access to Employment
Sustainable travel and safety
Access to services.
6. The new NTP 2015 will set out in more detail how the WG proposes to deliver in those areas of transport for which it is responsible, to achieve the outcomes as set out in the Wales Transport Strategy from 2015 and beyond.
Relevant Issues and Options
7. The responses to this consultation are required to be received by the WG no later than 11th March 2015 and responses should take the form of the completion of a questionnaire. This questionnaire has been completed and is offered as a suggested Council response to the consultation at Appendix 1.
8. The NTP seeks to provide a fresh approach to transport planning and aims to allow greater flexibility and ensure that WG funding is directed to secure maximum value for money and impact.
9. The NTP has been informed by Professor Preston's report on Approaches to Strategic Transport Planning commissioned via the Public Policy Institute Wales. The report highlighted the need to coordinate transport planning with other aspects of planning such as land use, environment, health and education. This is reflected in the range of evidence that WG considered to inform the Plan and the further plans outlined in the interventions.
10. Local Authorities have, at the same time, been developing Local Transport Plans which will be closely aligned with adopted and emerging Local Development Plans. The Local Transport Plans will identify the priorities for transport investment at the local level to support the outcomes in the Wales Transport Strategy and have been developed in line with guidance provided by WG. However, the priorities identified in Local Transport Plans, only identify those priorities that are within the responsibility of each Local Authority and not those that lay outside of the Local Authority's control, such as rail services and the Trunk Road Network.
11. The two tiers of transport plans (Local Transport Plans and National Transport Plan) will demonstrate how the Wales Transport Strategy will be implemented and how the Strategy will support the delivery of the Programme for Government outcomes within the Transport Planning Framework. The Framework requires an integrated approach between national, regional and local priorities and recognises where responsibility for different parts of the transport system lies.
12. The purpose of the NTP as set out in the consultation document is to :
Set the context and evidence base to inform decisions on all transport investment (capital and revenue which will be regularly updated and, where appropriate, will enable plans to be updated;
Use the evidence base to identify the type of transport interventions required, which may differ by place; and
Specify interventions to be progressed and confirm priorities for future investment by others, given that not all transport services or infrastructure is devolved; and
Reflect a short term delivery plan (next 5 years), as well as priorities for the medium term (up to 10 years) and longer term (next 20 to 30 years).
13. Appendix 1 shows a number of queries with regards the deliverability and affordability of the NTP. Direct queries relating to the current Strategic Road network are also raised in the response. Of concern is the lack of strategic road routes to Wales' primary Airport and to Barry, the latter of which has the highest population of commuters into Cardiff within the region. Furthermore, many of the schemes that are currently being considered to deliver the Metro, have not been identified specifically within the NTP, even though some specific schemes for other areas have been identified.
Resource Implications (Financial and Employment)
14. The work to prepare a response to the Draft National Transport Plan 2015 has been absorbed within existing resources. Any schemes that will be implemented as part of the NTP, will be funded by WG.
Sustainability and Climate Change Implications
15. The strategic transport network and associated services aid sustainable accessibility and the reduction of single occupancy car movements, therefore having a positive impact on sustainability and climate change.
16. There is a legal duty on Welsh Ministers within the Plan to promote sustainable measures of travel.
Legal Implications (to Include Human Rights Implications)
17. When delivering Transport schemes, compliance is required with the relevant Highways, Transport and Education Act measures and guidelines. There is a duty on local authorities and WG to comply with the current Regional Transport Planning (Wales) 2006 Act and Guidance to Local Transport Authorities legislation.
Crime and Disorder Implications
18. It is anticipated that the number of road traffic accidents in the Vale, particularly those involving children and young people, will be reduced as a consequence of delivering the initiatives within a NTP.
19. A safe and accessible transport network will have a positive impact on crime and disorder.
Equal Opportunities Implications (to include Welsh Language issues)
20. The concept of equal opportunities is a fundamental principle that underlies all of this Council's policies.
21. The Guidance deals with Welsh Language and English Language matters equally.
22. The schemes that will be identified within the NTP, once delivered, will improve the quality of life for residents and visitors in the Vale.
23. The provision of safe pedestrian and cycling routes provides alternative means of travel, and ensures good accessibility for those without access to private transport. This links with the Council's objectives for social wellbeing and tackling disadvantages.
Policy Framework and Budget
24. This is a matter for Executive decision.

25. Ward Members have not been consulted as this report affects all Wards.
