Vale of Glamorgan Supplementary Planning Guidance Parking Standards - Report of Public Consultation

Purpose of the Report

1. This report has been prepared to advise Cabinet of the recent public consultation on the Revised Vale of Glamorgan Parking Standards and to seek approval to adopt the revised parking standards for development control purposes.

Recommendations

1. That Cabinet note the responses received to the public consultation exercise on the Revised Vale of Glamorgan Parking Standards and the proposed amendments.

 

2. That the Revised Vale of Glamorgan Parking Standards be endorsed for Development Control purposes.

Reasons for the Recommendations

1. To obtain Cabinet's endorsement of the amendments proposed to the Revised Vale of Glamorgan Parking Standards as a result of the public consultation exercise.

 

2. To formally adopt the Revised Vale of Glamorgan Parking Standards so that they may be used for Development Control purposes.

Background

2. Members will recall my previous report of 29th July 2013 (Minute No. C1439 refers) which sought approval from Cabinet to undertake public consultation on the CSS Wales 2008 Parking Guidelines.

 

3. The CSS developed new parking standards on behalf of and endorsed by the 22 Welsh Unitary Authorities and the four regional transport consortia.  The CSS Wales: Wales Parking Standards 2008 seek to ensure a transparent and consistent approach to the provision of parking, submission of travel plans and sustainability considerations that aim to:

  • Assist developers, designers and builders in the preparation and submission of planning applications;
  • Achieve a common approach to the provision of vehicle parking facilities associated with new development and change of use.

4. A fundamental departure from previous practise is the document’s requirement for local authorities to introduce a system of zones for parking purposes into their Local Development Plans (LDPs) and the document lays out six such zones each with differing designated levels of parking requirement for development control purposes. While the CSS parking standards provide guidance on the six zones, it is the responsibility of individual local authorities to decide which of these zones are applicable and where the zone boundaries should be drawn within their administrative area.

 

5. My earlier report sought Cabinet approval to undertake public consultation on the Draft Supplementary Planning Guidance (SPG) in accordance with the Council’s adopted Supplementary Planning Guidance - Procedures for the production and reporting of briefs and SPGs.  A four week public consultation exercise was undertaken between the 19th January 2015 and the 16th February 2015 with the CSS Wales 2008 Parking Guidelines and the supporting information being posted on the Council’s web page.

 

6. It should be noted that the consultation exercise did not seek comment on the CSS Wales: Wales Parking Standards themselves, as these have been developed on behalf of and endorsed by the 22 Welsh Unitary Authorities and the four regional transport consortia in Wales and form a national parking guidelines standard.  The consultation related to the application of these zones across the Vale of Glamorgan.

 

7. For information, the Revised Vale of Glamorgan Parking Standards is attached at Appendix 1.

Relevant Issues and Options

8. At the end of the consultation period two responses had been received, one from Barry Town Council and one from Penarth Town Council.  The full comments received from the respondents along with the Council’s proposed responses are attached at Appendix 1 and a summary is provided below.

Comment

9. Barry Town Council questioned the application of the boundaries at Barry Island and queried why the area was designated as Zone 6 (Deep Rural) and not as Zone 3 (Urban).

Council response

10. In preparing the parking zone boundaries, officers utilised the existing residential settlement boundaries of the adopted Unitary Development Plan 1996 – 2011 as a basis for defining the parking standard zones.  These were considered to offer practical and established boundaries on which to base the parking standards zones and it was intended that the zones would be reviewed upon the adoption of the emerging Local Development Plan.  Notwithstanding the above, it is accepted that the designation of the zone which excludes a large part of Barry Island appears inconsistent with other zone designations.  It is therefore proposed that the zone is amended so that all of Barry Island is included within Zone 4 Suburban rather than Zone 6 Deep Rural to more accurately reflect the nature of the area.  The proposed amendment to Zone 4 is shown on Plan 1 attached to this report at Appendix 2.

Comment

11. Penarth Town Council noted that the consultation was only on the zone boundaries and not on the standards themselves and that there appeared to be only small differences between the specific zones particularly in relation to town centres.  The main concern raised was in relation to service delivery for retail premises and the existing problems experienced within Penarth Town Centre and that the SPG should incorporate a supplement dealing with the regulation of service delivery vehicles within town centres.

Council response

12. While the Council acknowledges the concerns raised by the Town Council in respect of the issues involved in on street service delivery, it is considered this is a matter that is more appropriately addressed through the assessment of planning applications for new retail premises and/or highway enforcement and regulation rather than through the application of parking standards.

14. None arising from this report.  The application of maximum parking standards within developments would help to protect the environment, promote appropriate use of resources and encourage the use of sustainable transport.  The parking standards also include requirements for travel plans.
