Guidance on Clustering

 

Purpose of the Report

  1. To provide the Community Liaison Committee and representatives of Town and Community Councils with guidance information as requested on potential clustering arrangements.

Recommendations

  1. That the Draft Guidance note on Clustering be approved.
  2. That a copy of the document be forwarded to all Town and Community Councils within the Vale of Glamorgan for their information and placed on the Council's website.
  3. That a copy of the document be forwarded to all Members of the Vale of Glamorgan Council and to Glamorgan Voluntary Services for their information.

Reasons for the Recommendations

  1. In order that the Community Liaison Committee can consider the document and approve its contents for distribution.

2-3. In order that the Guidance can be made available to interested parties.

Background

  1. Following a seminar held in September 2015 as part of the Council's Reshaping Services Programme with Town and Community Councils (TCCs), representatives from TCCs requested that guidance information on clustering arrangements be provided by the Vale of Glamorgan Council for information and guidance.
  2. The seminar had been arranged as part of the Council's Reshaping Services Programme which is the Council's proactive response to Central Government's austerity drive. The Programme provides a framework for the Council to work within for the next three to five years. During the course of the Programme, update reports are made to the various stakeholders, including the Local Service Board, Community Liaison Committee and the Voluntary Sector Joint Liaison Committee. A systematic review of Council services undertaken in 2014 as part of a "challenge process" and through consultation undertaken with TCCs and the Voluntary Sector identified there was potential for the Vale of Glamorgan Council to work more closely with TCCs.
  3. This work is being progressed by the Reshaping Services Town and Community Councils and voluntary Sector Project Team. The Council, and the Council is also in the process of developing a revised guidance document in relation to Community Asset Transfers that is shortly to be considered by Cabinet.
  4. The Clustering Guide has been produced in order to assist TCCs and community groups to work together and contains information relating to those things that should be considered when doing so.

Relevant Issues and Options

  1. The Community Liaison Committee is requested to consider the Guidance and provide any comments / amendments during the Committee meeting in order that the document can then be made available to all TCCs for their information.
  2. Attached at Appendix A to the report is the Draft Guidance note on Clustering which outlines that clustering is a term which is used to describe the way that TCCs can increase their effectiveness and meet objectives through collaborative working and partnership arrangements. The document provides advice on a number of areas including:
  • services and assets,
  • who to cluster with, the use of volunteers,
  • key principles that should be considered when considering clustering,
  • how to set up and manage a cluster,
  • setting out key objectives and governance arrangements,
  • establishing a steering group,
  • funding and finances,
  • staffing and human resources, and
  • where support can be provided if required.
