C2218        LOCAL TRANSPORT FUND BID 2014/15 (RIPT) (SCRUTINY COMMITTEE – ECONOMY AND ENVIRONMENT) –

 

Members were advised of the invitation by the Welsh Government (WG) to bid for funding through the Local Transport Fund process. The bid invitation was attached at Appendix A to the report.

 

Welsh Government this year had directly invited local authorities to submit bids for Local Transport fund grant and identified the following priority areas for support 2014-15

  • Investment to reduce economic inactivity by delivering safe and affordable access to employment sites;
  • Investment that would encourage healthier and sustainable travel and support delivery of the Active Travel (Wales) Act 2013 and
  • Investment that would improve the quality of life particularly those living in disadvantaged communities by delivering safe and easy to use transport to key facilities and services.

The invitation to bid for funding was received on Tuesday 4th February 2014 with a submission date of 28th February 2014. WG had restricted the number of schemes to be submitted by each local authority to five schemes per authority.

The report recommended that the following schemes be proposed:

 

Priority 1:  Culverhouse Cross to Weycock Cross Corridor, funding to be sought for the continuation of dedicated pedestrian and cycling facilities.

 

Priority 2: Weycock Cross to Airport Corridor funding to be sought for the continuation of dedicated pedestrian and cycling facilities. 

 

Priority 3: Rhoose to the Airport Corridor, funding to be sought for the completion of dedicated pedestrian and cycling facilities.

 

Priority 4: Barry Island Cycleway, Harbour Road, funding to be sought to deliver  pedestrian and cycling facilities.

 

Priority 5: Localised Barry Movement Schemes, funding to be sought to deliver safe and accessible pedestrian movement in Barry Road and Buttrills Road.

 

The terms and conditions of the Grant outlined that the works needed to be completed by 31st March 2015.

This was a matter for Executive decision.
