C2604         EVENLODE NEW SCHOOL HALL (CSS) (SCRUTINY COMMITTEE – LIFELONG LEARNING) -

 

Approval was sought to amend the Capital Programme 2014/15 to include the construction of a new school hall at the Evenlode Primary School.

 

At the Cabinet Meeting on 16 December, 2013 (Minute no C2125) it was reported that surplus land at Evenlode School was to be sold and that the capital receipt would be used to offset the cost of constructing a new school hall, with any shortfall being funded by the school. There was to be no additional funding for this scheme from the Council. It was resolved by Cabinet, 'T H A T the report be referred to Council to amend the Capital Programme 2014/15 to include the construction of a new school hall at Evenlode Primary subject to being funded by the capital receipt achieved through the sale of the land'.

 

The Cabinet Report was not immediately referred to Council as it was necessary to determine the cost of the scheme following the sale of the land and completion of the tendering process and so had not been included in the 2014/15 Capital Programme.

 

The existing school hall was inadequate for the current school population and had been highlighted by Estyn in recent inspections.

 

The surplus land had been disposed of generating capital receipts of £256,751.

 

The construction of a new hall was estimated to cost £357,101 and as there was no additional funding from the Council for the hall, the shortfall for the scheme of £100,350 was to be funded by the school.

 

The school had submitted an application for a 5 year loan under the Capital Loans Scheme. The allocation for the Capital Loans Scheme in the 2014/15 capital programme had been increased to £352K by Emergency Powers which enabled the loan to be awarded in 2014/15.

 

The loan request had been reviewed by officers in Learning and Skills and Property Services and officers had resolved that the repayments on the loan sum were affordable by the school.

 

This was a matter for Executive decision

 

RESOLVED –

 

(1)          T H A T the use of article 13.09 of the Council's Constitution (urgent decision procedure) be authorised to increase the 2014/15 Capital Programme by the inclusion of the Evenlode New School Hall scheme, £254K, to be funded by a contribution from capital receipts.

 

(2)          T H A T the use of article 13.09 in recommendation 1 above be reported to Council in line with article 13.09 (c) of the Council's Constitution.

Reasons for decisions

 

(1)          To amend the 2014/15 Capital Programme for the Evenlode Primary new school hall scheme pursuant to article 13.09 of the Council's Constitution.
