C2665        INSTRUMENT OF GOVERNMENT FOR THE PUPIL REFERRAL UNIT (PRU) (CSS) (SCRUTINY COMMITTEE – LIFELONG LEARNING) -         

 

Approval was sought of the constitution of the Council's Pupil Referral Unit (PRU) new management committee and the new name of the PRU.

 

New regulations required that PRUs must have an Instrument of Government and be constituted in accordance with the new Instrument of Governance.  Local Authorities are expected to be compliant by 23 February, 2015. The Vale's PRU operates over two sites: key stage 3 pupils were based at Amelia Farm and key stage 4 pupils were based in Cowbridge.  The PRU would benefit from a name that provided a stronger single identity.

 

The PRU (Y Daith) was submitting its draft Instrument of Government to the Local Authority. The management committee approved the draft Instrument of Government attached at Appendix A to the report on 16 December, 2014.

 

Y Daith (the journey) had been identified by the management committee as their preferred new name.

 

This was a matter for Executive decision

 

RESOLVED – T H A T  the use of article 13.09 of the Council's Constitution (urgent decision procedure) be authorised to approve the Instrument of Government attached at Appendix A to the report and re-name the Pupil Referral Unit (PRU) as Y Daith.

 

Reason for decision

 

To ensure that the constitution of the management committee and the naming of the Pupil Referral Unit (PRU) complied with the legal framework pursuant to article 13.09 of the Council's Constitution.
