Report of the Managing Director

 

Use of the Managing Director's Emergency Powers

 

Purpose of the Report

  1. To notify Council of the exercising of Emergency Powers in respect of Council (as opposed to Executive) functions by the Managing Director since the last report in September 2015.

Recommendations

That the report be noted.

Reasons for the Recommendations

To inform Council.

Background

  1. The Emergency Powers procedure was approved by Minute No. 95, 2012/13.

Relevant Issues and Options

  1. To note the following:

    (a)     Membership of Scrutiny Committee (Lifelong Learning)

             Authority to replace Councillor Rhona Probert with Councillor Kate Edmunds with immediate effect.

    (Scrutiny - Lifelong Learning)

 

    (b)     Imposition of Ban on a Member of the Public

             Authority to impose a six month ban on a member of the public following an incident at the Planning Committee

             on 3rd September, 2015; the ban to prohibit attendance at Council meetings or events which are ordinarily open

             to the public to attend and attendance at meetings of the Council and its Committees, Cabinet and Community

             Cabinet meetings.
