Use of the Managing Director's Emergency Powers

Purpose of the Report

  1. To notify Council of the exercising of Emergency Powers in respect of Council (as opposed to Executive) functions by the Managing Director since the last report in September 2015.

Recommendations

That the report be noted.

Reasons for the Recommendations

To inform Council.

Background

  1. The Emergency Powers procedure was approved by Minute No. 95, 2012/13.

Relevant Issues and Options

  1. To note the following:

(a)     The granting of delegated authority to the Head of Legal Services to sign a Deed of Variation in relation to the HRAS Voluntary Agreement (there being no variation to the Vale of Glamorgan Council's Limit of Indebtedness).
