Application for Approval as an Authorised Hackney Carriage Meter Tester - A2B (South Wales) Limited.


Purpose of the Report

1.         To consider an application from A2B (South Wales) Limited, Unit 1 A2B House, Atlantic Trading Estate, Barry, CF63 3RF for approval to test Hackney Carriage Meters for use in the Vale of Glamorgan.


It is recommended that the application by A2B (South Wales) Limited be approved.

Reason for the Recommendation

To provide Hackney Carriage Vehicle proprietors in the Vale of Glamorgan with greater choice of approved meter testers.



2.         Vale of Glamorgan Conditions for Hackney Carriages state;

The proprietor shall produce annually to the Licensing Authority a certificate issued by a meter installer approved by the Licensing Authority stating that the meter is accurate and contains only the current Vale of Glamorgan Hackney Carriage tariff.


3.         There are currently five companies approved to issue Hackney Carriage meter certificates for vehicles licensed by the Vale of Glamorgan.

4.         On 4th August 2014 the Licensing Section received an application from by A2B (South Wales) Limited to be approved by the Vale of Glamorgan to test meters and issue meter certificates for Hackney Carriages licensed by the authority. A copy of the application is attached at Appendix A to this Report.

5.         The application is supported by confirmation of approval to test meters from GPC Computer Software Ltd.  This letter is attached at Appendix B.

8.         Section 65 (1) of the Local Government (Miscellaneous Provisions) Act 1976 states:

9.         A district council may fix the rates or fares within the district as well as for time as distance, and all other charges in connection with the hire of a vehicle or with the arrangements for the hire of a vehicle; to be paid in respect of the hire of hackney carriages by means of a table (hereafter in this section referred to as a "table of fares") made or varied in accordance with the provisions of this section.

Crime and Disorder Implications

10.      Under Section 17 of the Crime and Disorder Act 1998 the Council has a statutory duty to consider crime, disorder and antisocial behaviour implications whilst regulating licensing activities.  There are no crime and disorder implications arising from this Report.

11.      The Council is obliged to apply its licensing conditions on an equitable basis in the case of all applications.

12.      To protect the health and safety of the community by ensuring businesses meet legislative requirements, controlling infectious diseases, encouraging responsible dog ownership, controlling pests and regulating animal health and welfare. To maintain a fair and equitable trading environment.
