"C1052          WELSH ASSEMBLY GOVERNMENT PLANNING POLICY UPDATES: PLANNING POLICY WALES (EDITION 3) JULY 2010, TECHNICAL ADVICE NOTE 6 PLANNING FOR SUSTAINABLE RURAL COMMUNITIES (JULY 2010) AND TECHNICAL ADVICE NOTE 22 PLANNING FOR SUSTAINABLE BUILDINGS (JUNE 2010) (PT) (SCRUTINY - ECONOMY AND ENVIRONMENT) -

 

Details pertaining to each of the above were contained within the report.  In brief:

 

·                    Planning Policy Wales (3rd Edition) (July 2010) - reflected changes to policy on sustainable rural communities. 

·                    Technical Advice Note 6 Planning for Sustainable Rural Communities (July 2010) - the main purpose of TAN 6 was to provide practical guidance on the role of the planning system in supporting the delivery of sustainable rural communities, providing guidance on how the planning system could contribute to sustainable rural economies, sustainable rural housing, sustainable rural services and sustainable agriculture.  It was noted that a number of the Council’s recommendations put forward at the consultation stage on the draft TAN had now been taken on board by WAG. 

·                    Technical Advice Note 22 Planning for Sustainable Buildings (June 2010) - the TAN provided guidance for local planning authorities and developers in implementing the planning for sustainable buildings policy and provided technical guidance on the implementation of national planning policy on planning for sustainable buildings through the planning application process.  The TAN also provided guidance for Local Development Plans (LDPs) and stated that there might be opportunities for Councils to impose local requirements on strategic sites identified in LDPs that exceeded the sustainable building standards set out in PPW on sustainable buildings. 

 

This was a matter for Executive decision.

 

RESOLVED -

 

(1)       T H A T the publication of Planning Policy Wales (Edition 3) July 2010, Technical Advice Note 22 Planning for Sustainable Buildings (June 2010) and Technical Advice Note 6 Planning for Sustainable Rural Communities (July 2010) be noted and that their consideration during the preparation of the Council’s Local Development Plan be approved.

 

(2)       T H A T the report be referred to the Planning Committee for information purposes and that the Council’s Local Development Plan has regard to the new aforementioned Welsh Assembly Government Policy documents.

 

Reasons for decisions

 

(1)       To ensure that Cabinet is aware of the publication of WAG’s new National Planning Guidance.

 

(2)       To ensure that the Planning Committee is aware of the publication of WAG’s new National Planning Guidance."
