"C1051          PLANNING POLICY WALES SECTION 12.8 “PLANNING FOR RENEWABLE ENERGY” CONSULTATION (PT) (SCRUTINY - ECONOMY AND ENVIRONMENT) -

 

WAG was revising planning policy on renewable energy to ensure that the planning system was able to help deliver its energy aspirations and, as a result of the new Energy Policy Statement and research study findings, WAG was seeking comments on the proposed revision of Planning Policy Wales (PPW), Section 12.8 “Planning for Renewable Energy”.

 

It was noted that the consultation focused on a number of key issues, one of which related to the appropriateness of various scales of renewable energy development which had been identified for the purposes of Planning Policy.  Another issue related to proposals for making Local Development Plans (LDPs) more pro-active in contributing towards Wales’ renewable energy potential.  The consultation also proposed new development criteria for Local Planning Authorities (LPAs) to consider when assessing planning applications involving renewable energy. 

 

The draft PPW Section 12.8 advised that LPAs should plan positively for all forms of renewable energy generation using an up to date and appropriate evidence base.  In terms of making the planning system more proactive, the consultation proposed new considerations for LPAs  in preparing (and reviewing) their LDPs.  That included a new requirement for LDPs to set a target for the delivery of renewable energy based upon a local assessment  complemented with a requirement for LDPs to include appropriate site allocations specifically for renewable energy.  In addition to the above new requirements, the draft Section noted that LDPs should include appropriate policies for renewable energy development.  Figure 12.3 of the revised PPW Section 12.8 set out the proposed scales for addressing renewable energy developments within the planning system as:

 

·                    strategic - applied to onshore wind energy developments greater than 25MW and to all other forms of renewable energy development greater than 50MW

·                    local - applied to onshore wind developments ranging from 5MW to 25MW and for all other renewable energy developments from 5MW to 50MW

·                    community - included renewable energy developments from 50kW to 5MW

·                    small / micro - included renewable energy developments below 50kW of electricity generation or below 45kW of thermal energy generation.

 

Further details in respect of the above categories were contained within the report as were details of other changes. 

 

This was a matter for Executive decision.

 

RESOLVED -

 

(1)       T H A T the WAG consultation on changes to the planning for renewable energy section in Planning Policy Wales be noted.

 

(2)       T H A T the consultation responses attached at Appendix A to the report be approved as the Council’s formal response to the consultation.

 

(3)       T H A T a copy of the report be referred to the Planning Committee for information purposes.

(1)       To inform Members of the latest revisions to national planning policy.

 

(2)       To obtain approval to submit the attached response at Appendix A to WAG by the deadline of 8th October, 2010.
