"C1050          WELSH ASSEMBLY GOVERNMENT CONSULTATION: INTRODUCING STANDARD INFORMATION REQUIREMENTS FOR PLANNING APPLICATIONS IN WALES (PT) (SCRUTINY - ECONOMY AND ENVIRONMENT) -

 

The aforementioned Consultation, published on 6th August, 2010, sought views on the introduction of standard information requirements for Planning Applications in Wales with responses invited by 12th November, 2010.  The Consultation document, associated circular and guide had been made available in the Members’ Room for inspection and a draft response to the same was appended to the report.  It was noted that, recently, all planning authorities in Wales accepted planning applications electronically using what had become known as the standard application form produced by WAG.  WAG was now proposing to make the use of the standard form mandatory either electronically or in paper form and, to accompany that change, had proposed a new circular and a best practice guide.  The Council’s response, as appended to the report, indicated that the use of a standard form was to be welcomed as it would remove variations and discrepancies across Wales.  Attention had been drawn to the fact that, however, the form needed to be clear and easy to use in order to recoup maximum benefit.  In addition, once the form became a mandatory requirement, WAG proposed that it be accompanied by an up to date validation check list.  Concern was expressed that a standard “Wales wide” approach to validation would fail to address local or geographic specific information required to validate applications and that the inability of individual Councils to specify at the outset what was required to validate applications would lead to delays and frustrations at a later date.  As a consequence, it was considered that WAG’s proposal to require local validation requirements only for major developments was not considered appropriate. 

 

This was a matter for Executive decision.

 

RESOLVED -

 

(1)       T H A T the release of the WAG Consultation on the introduction of standard information requirements for planning applications in Wales be noted.

 

(2)       T H A T, subject to consultation with the Planning Committee, the response to the above Consultation paper be approved.

 

Reasons for decisions

 

(1)       To inform Cabinet of the Consultation being undertaken by WAG.

 

(2)       To enable Cabinet to respond to the Consultation by 12th November, 2010."
