Public Rights of Way Sub-Committee

 

Purpose of the Report

1.             To agree a change of membership of the Public Rights of Way Sub-Committee in the light of Councillor K. Hatton no longer being a Member of the Planning Committee.

Recommendation

1.             That a representative of the Plaid Cymru Group, sitting on the Planning Committee, be appointed to fill the vacancy on the Public Rights of Way Sub-Committee.

Reason for the Recommendation

1.             To facilitate decision-making.

Background

2.             Planning Committee, on 20th May 2010, established the Public Rights of Way Sub-Committee, comprising 5 Members (3 Conservative, 1 Labour and 1 Plaid Cymru).

3.             Councillor Hatton was appointed the Plaid Cymru representative, but is no longer a member of the Planning Committee, and a vacancy therefore exists on the Public Rights of Way Sub-Committee.

4.             It will therefore be necessary for a member of the Plaid Cymru Group currently sitting on the Planning Committee to fill the vacancy on the Public Rights of Way Sub-Committee.

Relevant Issues and Options

5.             The Local Authorities (Executive Arrangements) (Functions and Responsibilities) (Wales) (Amendment) Regulations 2009 reallocated certain functions, previously the responsibility of the Executive, to the Council. 

6.             Council, on 9th December, 2009, agreed that responsibility for matters previously resting with the Cabinet Public Rights of Way Sub-Committee together with those Rights of Way functions covered within the 2009 Regulations be transferred to a Planning Sub-Committee.  The terms of reference of the Sub Committee and the allocation of functions between the Planning Committee, the Sub-Committee and officers was determined by Planning Committee on 20th May 2010.
