Scrutiny Committee Task and Finish Review

 

Purpose of the Report

1.             To appoint the membership of the Task and Finish Review Group for Traffic Management - the impact of traffic flows within the County, including sustainable travel.

Recommendations

1.             That the Committee confirms the membership of the Task and Finish Group to comprise of 6 Members, (2 Labour, 1 Conservative, 1 Plaid Cymru, 1 Llantwit First Independent and 1 Independent) and that the first meeting of the group be undertaken as soon as practicable following its establishment.

2.             That the Scope of the Review be approved by the Task and Finish Group.

3.             That any reports of the Task and Finish Group be referred to the Scrutiny Committee (Economy and Environment) for consideration.

Reasons for the Recommendations

1&2. To progress the review.

 

3.      To seek comments/ approval on any recommendations of the Group prior to referral to Cabinet.

 

Background

2.             All five of the Council's Scrutiny Committees in considering their work programmes for 2013/14 were requested to put forward suggestions for consideration for reviews with the provision that any Task and Finish Group review that would be undertaken would be based on the general assumption that no new review would commence prior to the priority 1 review being finalised.

3.             The suggestions for reviews identified by the Scrutiny Committees were as detailed below:

4.             The suggested topics were then put forward to the Scrutiny Committee Chairmen and Vice-Chairmen Group at its meeting on 25th June 2013 where it was agreed that the first priority for a Task and Finish Group Review for 2013/14 would be Traffic Management - the impact of traffic flows within the county, including sustainable travel. 

Relevant Issues and Options

5.             The Task and Finish Group will itself identify a review scope, outlining the objectives and desired outcomes of the review, the information that will be required, the methods to be employed in undertaking the review and details of the timescales including the start and finish dates at the first meeting.  In order that the review can commence as soon as possible this Committee is requested to confirm the membership of the Task and Finish Group.

Resource Implications (Financial and Employment)

6.             The establishment of a time limited Task and Finish Group is considered to make optimum use of limited resources.  In view of the fact that no new group would commence work on a review prior to other work being finalised, it is recommended that the Task and Finish Group undertake its first meeting as soon as practicable following its establishment.
